Reserved Blocks?

When I do a mkfs on a drive it always says: 187758 blocks (5.00%) reserved for the super user. I can understand that you don't want your regular users filling the drive so it leaves some space for the superuser, but does it really need to be 5%? On a 40 gig drive that's a LOT of left over space. Is there a way to lower this percentage?
