Redirect Port 80

I am using Red hat 9 with the latest Apache.. RCN blocks port 80.. and I set up dyndns.org to have a domain go to my server ip adress... well it automatiically tries to access 80.. what i want is for it to access 8080.. is their something in ip tables that i need to set up? and how? right now i have to put :8080 at the end of my domain (http://crypticreign.ath.cx:8080)
