Splitting MP3s?

Lots of tools are availible for cutting up long mp3s into short ones - I'm wondering if anybody knows a program that will let you split it length-wise - that is, get two mono tracks from the single stereo track without decoding to WAV first (since I'd like to avoid decoding to wave and then re-encoding).
