Web Editing

I'm looking for a good wed design/editing tool. I need a GUI, and would like Drag-n-Drop type setup. I've tried Screem, Bluefish, Quanta and Mozilla composer, but they arn't to my liking. Does this exist?

Currently trying my luck with PHPNuke, but it's a hassle to get going...

Any suggestions?
