Getting around content blocking

We've got content blocking at work. I could set up a web proxy, but
what would be even more handy would be a page on my website where I
enter a URL and it gets forwarded.

I've also noticed that if you use frames, a lot of times you go off
into other websites, but the url page of the browser still makes it
look like you are at the original site.

I expect that this is a trivial problem, that has been solved many times before. The optimal would be an SSL link so that it's all encrypted and anyone monitoring my net traffic would just see the encrypted traffic rather than the content.

Suggestions? Bored people want to volunteer a solution?
