National Fire Risk Assessors Register (NFRAR)

Please read the following information carefully before using the Register:

Use of the National Fire Risk Assessors Register (NFRAR) constitutes acceptance of this disclaimer and its conditions.

The NFRAR is administered by the Institute of Fire Safety Managers (IFSM) and functions as a national register of fire risk assessors who have successfully completed a structured competency assessment in accordance with the Institute’s approved standards and policies. 

All registrants are subject to ongoing monitoring, including annual Continuing Professional Development (CPD) audits, insurance verification, and periodic competency reviews to ensure continued compliance with relevant legislation, standards, and professional expectations.

Users of the Register are strongly advised to familiarise themselves with the relevant British Standards and national guidance, including BS 8674:2025 - Built environment. Framework for competence of individual fire risk assessors. Code of practice.


Key Information for Users
  • The NFRAR is structured into three competency levels — Foundation, Intermediate, and Advanced — each reflecting a registrant’s knowledge, experience, and the complexity of buildings they are competent to assess.
  • Each registrant has completed a detailed application, submitted evidence of recent fire risk assessments, and undertaken a formal competency examination appropriate to their level.
  • Intermediate Level registrants undergo a two-year competency review to confirm continued compliance.
  • Advanced Level registrants must hold valid and current third-party accreditation through a UKAS-accredited or IFSM recognised body.
The Institute does not review or endorse individual fire risk assessments produced by any registrant, nor does it assess the suitability or accuracy of advice provided in relation to specific premises. The contract for services lies exclusively between the user and the appointed assessor or their company.


User’s Responsibilities
It is the responsibility of the user to:
  • Evaluate the competency, experience, and suitability of any assessor or organisation for the specific premises, complexity, and fire safety objectives concerned.
  • Verify that the assessor holds valid Professional Indemnity and Public Liability insurance, as applicable.
  • Ensure that the assessor or company operates an appropriate quality management system and adheres to recognised good practice in fire risk assessment.
  • Confirm the assessor’s registration status, renewal date, and level directly via the NFRAR.

By using this Register, the user acknowledges and agrees that:
  • The Institute provides the NFRAR for information and verification purposes only and does not accept any liability, whether direct, indirect, or consequential, for the actions, advice, or omissions of any individual or organisation listed on the Register.
  • The user retains full responsibility and legal duty of care to satisfy themselves as to the competence, suitability, and professional conduct of any assessor they appoint.
  • The Institute makes no representation or warranty, express or implied, as to the fitness of any registrant for a particular purpose or project.
Use of this Register is conditional upon the user accepting and confirming the above terms and conditions in full.

Foundation

Foundation Level (Tier 1)

Fire risk assessors at this level are skilled professionals who excel at conducting assessments for relatively straightforward environments. They possess a solid foundation in fire safety regulations, hazard identification, and basic risk assessment techniques. Foundation level assessors are suitable for small-scale assessments, such as residential properties, offices, and low-risk commercial spaces.

Intermediate

Intermediate Level (Tier 2)

Assessors at this level exhibit a higher level of competency and are capable of handling more complex fire risk assessments. They possess an in-depth understanding of fire safety principles, advanced risk assessment methodologies, and the ability to evaluate hazards in various types of environments. Intermediate Level assessors are competent to complete fire risk assessments on medium-risk buildings.

Advanced

Advanced Level (Tier 3)

This level represents the highest level of competency among fire risk assessors. Advanced level assessors are experts in their field, possessing extensive knowledge of fire safety regulations, specialised risk assessment techniques, and advanced fire prevention strategies. They are proficient in evaluating fire risks in complex industrial settings, high-rise buildings, manufacturing facilities, healthcare facilities, and large-scale commercial establishments. Advanced assessors are equipped to handle the more intricate fire safety challenges.
