Dr Jerry Fishenden is a technologist, writer, and composer. He guides organisations on the use of technology to deliver complex modernisation programmes, and governments on how to reform their organisational structures and operating models to better tackle complex public policy issues.

A seasoned digital professional with extensive experience of digitally-enabled business transformation, Jerry has held numerous high profile leadership roles, including: interim Deputy CTO for the UK Government; Senior Technical Adviser to the Cabinet Office; Chief Technical Adviser to the Home Office; National Technology Officer, Microsoft UK; Senior Business Executive, City of London financial regulator; Officer of the House of Commons, where he pioneered Parliament’s data and video network and launched them on the internet; and IT Director, NHS. Jerry was appointed as the specialist adviser to two House of Commons’ inquiries into digital government.

Other examples of his engagements include: Specialist Adviser on digital identity to the Department for Digital, Culture, Media and Sport; Adviser to the Isle of Man Government; Technical Consultant to the National Audit Office; and independent expert of the Scottish Government’s former Digital Identity Scotland Expert Group. He has worked with a wide range of governments, from Central America to Asia, and global organisations.

The second edition of his book, Fracture: The collision between technology and democracy—and how we fix it, explores the opportunities and challenges created by technology for the future of democracy and our democratic institutions.

Jerry’s academic roles have included: Cambridge Judge Business School, Visiting Guest Lecturer; Visiting Professor, University of Surrey Centre for the Digital Economy; Senior Research Fellow and later Visiting Senior Fellow, Bath Spa University’s Centre for Creative Computing: Visiting Senior Fellow, London School of Economics Department of Management; Member of Cambridge University’s Open Platforms and Innovation Group.

Jerry is a Fellow of the Institution of Engineering and Technology (FIET) and a member of the Writers’ Guild of Great Britain.

Educated at a now demolished Croydon (South London) comprehensive school, Jerry obtained his BSc (Hons) and MPhil (in the application of artificial intelligence to composition) from City, University of London and his PhD from De Montfort University.
