Does anyone know of a general html dev type community?

I'll ask here for now thought

Is there any way to specifiy a block of text (ie a table, or a div section) to open thier links using the target _blank?
I almost thought i had it using the meta base target type tag, but because of the content of the rest of the page, that won't work
And i don't trust the user to always remember to add the target link manually.
