n00b question

I'm having trouble with my pages. I keep getting a CGI timeout message even if I run a simple echo "Hello World!"; type thing, so it is not like I am doing anything complicated. I am running PHP 4.3.5RC2-dev (cgi-fcgi) on IIS 5 on Win2K. Any ideas?
