PHP and MySQL on Desktop?

Hey, I was wondering if there is a way to have PHP and MySQL enabled on your desktop computer? If there is, could somebody please tell me what I need to download and how to install it? I'm getting a little fed up with uploading files every 2 minutes to check things out.
