chromeless windows

Okay this might be a very long shot and probably a stupid question too but does anyone know if it's possible to implement chromeless windows (or equivalent) for an application written in php? I know they tend to be IE specific and written in JavaScript but I thought maybe some of you have done something similar to these things before.
