PHP Refresh Problems?

Hi, all. I'm fairly new to PHP and I'm having some trouble getting the PHP included pages to refresh on this site: http://www.povertyprogram.com/2cents/index.php . Please forgive me if it's broken; since I can't get the PHP to refresh, I have no idea what it looks like currently. I'm testing in IE7, Opera, and Firefox 3, and all 3 browsers don't seem to be able to recognize that the included PHP page has been changed. Is there a way I can force the PHP page to refresh? Note that I've already tried going directly to the included pages and refreshing them... No luck. Any ideas? I'm completely lost here.
