Foreign Talent Programs: What Faculty Need to Know
Arizona State University is committed to protecting the integrity, security, and openness of its research enterprise. ASU Research and Sponsored Projects Policy (RSP) 215 Foreign Malign Talent Programs outlines restrictions on participation in foreign talent recruitment programs that are sponsored by or affiliated with a foreign country of concern or an entity based in a foreign country of concern, many of which are funded or supported by organizations appearing on U.S. government restricted or denied parties lists (1286 list, US Restricted Entity List) , and that may pose risks to national security or research integrity. ASU researchers are expected to review the policy carefully and disclose any relevant activities to ensure compliance with university policy and applicable federal requirements.

Complaints or concerns about any compliance area can be reported to Research Compliance by mail, phone, or email, or reported to the ASU Hotline for Ethics and Compliance (1-877-786-3385). Complaints can be made anonymously. All complaints will be kept confidential to the extent possible, and with full protection from reprisal.
