Startup Screens

I'm sure everyone has seen them sometime. I'm talking about those screens that display the manufacturer's company logo before the Windows Startup screen takes over (example: Dell's Logo followed by the Windows logo). Does anyone know what this screen is called and if a person who built their own computer can make one of these screens for themselves? It's just something I'd like to see if it's possialbe or not. Thanks!
