Sick and tired of these messages

I get these messages when I first start up Outlook/outlook express. I use a hotmail account in outlook express as well as a school account. Does anyone know what could be causing this? I do have a firewall but Outlook Express was configured for it automatically, I've also tried taking off the account and putting it back on. Any ideas?
