Our History
In 2008, an incredible journey began when System One Holdings, LLC was born out of a management team buyout of the Engineering and Technical division from the Hudson Highland Group. This pivotal moment was fueled by the unwavering determination and conviction of two leaders, Troy Gregory and Greg Lignelli. With their hearts set on a shared vision, they fearlessly dove headfirst into entrepreneurialism, ready to embrace the challenges that lay ahead. With sheer passion and an unwavering belief in their purpose, Troy and Greg set out to create something truly remarkable. They crafted System One as more than just a staffing organization; it became a family; and a haven for engineering solutions and technical services, driven by an unwavering commitment to excellence.
Since that fateful year of 2008, our story has been one of phenomenal growth and expansion. System One has flourished beyond expectations, spreading its services and solutions across locations throughout the United States, Canada, and the United Kingdom. But our success isn’t merely defined by numbers; it’s a testament to the incredible individuals who have joined our family, each contributing their unique talents and energy to our collective mission. Troy Gregory
As Chairman and Chief Executive Officer of System One, Troy Gregory holds responsibility for the strategic direction and expansion of a diverse portfolio of staffing, managed services, and customized solutions. Troy applies more than 25 years of experience in both the public and private sectors leading successful, growth-oriented businesses delivering specialized expertise.
Troy is a former winner of the Ernst and Young Entrepreneur of the Year award. System One is on its fourth private equity partner. All of these partnerships were led by Troy and his executive team. Today System One does $1.5 billion in revenue out of 60 locations across the US, UK, and Canada.

Greg Lignelli
Greg Lignelli is the President and Chief Operating Officer of System One, a leader in outsourced services and workforce solutions. Greg was part of a management team buyout in February 2008 from Hudson Highland Group to form System One. In his role, Greg has led many of the corporate initiatives and implementations surrounding managed staffing relationships, vendor management systems, operational tools, performance tracking systems, pre-employment testing, and training. Greg works out of the Corporate Headquarters based in Pittsburgh, PA. Previously, he was the Executive Vice President of Hudson’s Energy, Scientific, and Managed Staffing practice group. Greg has over ten years of experience in business analysis, operations, and sales within the Energy, Scientific, and Engineering sectors.
He previously served as the Vice President of Financial Operations for the Energy, Scientific, and Managed Staffing and the Engineering, Aerospace & Defense practice groups at Hudson. His responsibilities included budgeting, forecasting, performance and financial analysis, collections, and support of the overall operations.
Greg has fulfilled multiple roles during his tenure with the company, distinguishing himself through his understanding of client relationships, financial operations, and national account development. He began his career with one of the firm’s legacy companies, SPEC Group Holdings, Inc., as Corporate Business Analyst for the Mergers and Acquisition Department, then moved into a National Business Development role.
Greg Lignelli was named the Ernst & Young Entrepreneur Of The Year 2025 East Central Award winner. The EY National Award winners, including the Entrepreneur Of The Year National Overall Award winner, will be announced in November 2025.
Greg holds a Bachelor of Science degree in Business Administration from Duquesne University and attended leadership training with London Business School.

Scott Barnett
Scott Barnett is the Chief Financial Officer of System One, where he is responsible for all financial functions of the organization. He has extensive expertise in strategic financial planning, operational finance, mergers and acquisitions, risk management, and executing business strategies.
Scott brings over 20 years of financial leadership experience to his role. He began his career at PwC and most recently served for over a decade at Polyconcept, a billion + dollar, international, private equity-backed company.
Originally from Southern California, Scott has called Pittsburgh home for more than 10 years. He is a Certified Public Accountant and holds a B.A. in Business Economics from the University of California, Santa Barbara, as well as an M.B.A. from the University of Southern California.

Brian McLamb
Brian McLamb serves as Chief Information Officer of System One and GAP Solutions, a System One company, overseeing corporate information systems and providing strategic technology guidance across the organization. With an IT career that began in 1995, he brings more than two decades of technical and leadership experience spanning military service, federal missions, and enterprise operations.
Brian previously served in the US Coast Guard as an Information Systems Technician supporting the Intel Directorate at Coast Guard Headquarters. His career also includes senior technology roles as a government contractor for major federal agencies, including the U.S. Army, FBI, NIH, and HUD, where he led initiatives focused on system optimization, cybersecurity, and mission‑critical IT modernization.
Brian holds a bachelor’s degree in computer science, a master’s degree in information systems management, and an MBA.

Susan Burgess Tencza
Susan Burgess Tencza is the Chief Human Resources Officer for System One. Susan oversees corporate HR programs to attract, develop, and retain world-class talent to support System One’s success. Her team’s responsibilities include employee relations, benefits & compensation, retention & rewards programs, organizational development, talent management, employment law & compliance, and acquisition integration.
A certified Senior Professional in Human Resources, Susan has a wealth of leadership experience across diverse industries and organizations. She has demonstrated a strong track record of strengthening operational and HR practices through compliance, technology, and policy development.
Prior to joining System One, Susan served as HR Director for Education Management Corporation. Earlier, she served as HR Director for multi-national firms Context Web and CGI Technologies and Solutions.
Susan holds a Bachelor of Arts degree in Political Science from Allegheny College and is active in the Society for Human Resources Management.

Cami Davis
Cami Davis, General Counsel, honed her law expertise primarily in the area of employment law, advising clients and representing them in negotiations, litigation, and before administrative agencies. Prior to joining System One, Cami was a partner at Clark Hill PLC in its labor and employment group, where she worked with System One on employment law matters.
In 2018 and with fifteen years of experience behind her, Cami transitioned to the corporate environment, joining the System One team. As General Counsel, Cami provides strategic advice to System One and its divisions, including advising senior management on labor, employment, and litigation matters; developing company policies and procedures; engaging in contract review and negotiation; and leading System One’s legal integration team with respect to mergers and acquisitions.
Cami is a graduate of Dickinson College, where she majored in American Studies, and also of the University of Pittsburgh School of Law, where she received her Juris Doctorate.

Mary Beth Gapinski
Mary Beth Gapinski is the Chief Accounting Officer of System One, where she specializes in financial planning & analysis, budgeting, financial technology, tax, and technical accounting principles. Mary Beth brings over 16 years of expertise in strategic financial and accounting operations.
As a forward-thinking professional, Mary Beth has demonstrated her leadership by implementing impactful corporate accounting processes and leveraging internal and external partnerships to achieve corporate goals. She oversees the general ledger and reporting areas, as well as payroll, receivables and payables functions across global locations and multiple legal entities. She has played a pivotal role in the success of the organizations she has served.
With a proven track record of executing large-scale projects in complex and fast-paced environments, Mary Beth is recognized for her ability to navigate stressful scenarios with numerous critical priorities. Her accomplishments include driving efficiency through the implementation of financial processes and integration of 21+ acquisitions, as well as supporting System One’s sale three times between private equity firms.
Mary Beth is a Certified Public Accountant (CPA) registered with the Pennsylvania State Board of Accountancy. She holds Bachelor of Science degrees in Accounting and Economics from the University of Pittsburgh. Prior to her joining System One, Mary Beth began her career in public accounting with a local Pittsburgh firm where System One was one of her clients.

Richard Weede
As the Director of Marketing for System One, Rich Weede leads the marketing and communications efforts and is responsible for driving the planning, development, and execution of the firm’s initiatives. His primary focus is supporting revenue generation by promoting the firm’s outsourced services and workforce solutions while simultaneously increasing new client generation.
Rich is in his “second career” after serving over 20 years as a US Marine Corps infantry officer. In his civilian career, he has over 15 years of business and marketing experience with unique expertise in analytics and branding, and works cross-functionally with recruiting, sales, and shared services teams to improve operational best practices.
Rich previously led the marketing department at Kforce and is a graduate of the Virginia Military Institute with a Bachelor of Arts degree in Economics.

Brian Anderson
Brian Anderson serves as Executive Vice President of Energy & Utilities at System One, bringing a distinguished career spanning government, academia, and the private sector. He joins System One with deep expertise in national energy strategy, project development, and technology advancement.
Before joining System One, Brian was President and CEO of DynaVolve Energy Strategies, where he partnered with energy developers, manufacturers, and infrastructure investors to advance high‑impact projects, navigate complex markets, and align initiatives with public‑sector priorities.
Previously, Brian served as Senior Advisor to the U.S. Department of Energy’s Under Secretary for Infrastructure, helping shape national strategy across energy deployment, manufacturing, security, and community revitalization. He also led the Energy Communities Interagency Working Group, directing a historic federal effort that mobilized more than $65 billion to support economic transformation in coal, power plant, and energy transition communities.
Brian’s federal leadership also includes serving as Director of the National Energy Technology Laboratory, where he was recognized as National Laboratory Director of the Year by the Federal Laboratory Consortium in 2021.
Earlier in his career, Brian founded and built the WVU Energy Institute at West Virginia University, strengthening national collaboration across engineering, science, technology, and policy. He also served as a professor and held the Verl O. Purdy Chair of Engineering.
A proud West Virginian, Brian remains deeply committed to advancing energy innovation, workforce development, and community prosperity. Outside of his professional work, he is an accomplished singer and has performed with the Boston and Pittsburgh Symphony Orchestras. He holds a Ph.D. in chemical engineering from MIT.

April Metivier
April Metivier is the President of System One’s telecommunications organization, Mountain Ltd. Based in the Portland, Maine area, she has propelled the organization to national leadership in engineering solutions and project management within the telecommunications industry.
Having joined Mountain Ltd. in 2000, April’s journey from technical recruiter to president has been marked by significant contributions to the organization’s growth and recognition. Her leadership has guided the company through acquisitions, continuous revenue growth, and prestigious accolades, including six consecutive years as one of the Best Places to Work. April’s commitment to quality extends beyond Mountain Ltd. as she actively serves telecommunications and staffing industry organizations, receiving accolades such as the “Special Service Award” from the Telephone Association of New England. She has also served as the President of the Board of the Northern New England Association of Personnel Services for two terms.
A graduate of Emory University with a double major in Psychology and Spanish, April Metivier combines academic excellence with hands-on industry experience, solidifying her role as a key leader in the telecommunications sector.

Mark Fenske
As the Executive Vice President, Nuclear Services & Solutions, Mark Fenske has committed his nearly 40-year career to the firm and the evolution of its legacy companies. Mark’s career began as a contract employee performing quality assurance oversight support to customers within the fossil power generation industry. He applied his technical background in nondestructive testing, inspection, quality assurance, and quality control to expand the company’s credentials to meet regulatory codes and standards necessary to provide specialized services to manufacturing, construction, petrochemical, and nuclear power generation markets. Mark’s emphasis on the value of promoting the nuclear industry culture, sustaining long-term customer relationships, and workforce development and training initiatives substantially contributed to the firm’s initial organic growth, becoming an attractive acquisition target for TMP Worldwide, the parent company of Monster.com, and later Hudson Highland Group.
In 2008, Mark was invited to become part of the executive ownership and management team for the newly formed System One. Mark’s responsibilities include strategic business initiatives and operations for the company’s services across the energy and engineering business sectors. He continues to lead efforts to leverage our expertise in the design and delivery of customized workforce solutions for specialized professional, technical, and skilled workers, most recently expanding into federal government laboratory networks operated by the US DOE and DOD. Mark’s team is also developing System One’s quality programs to meet the requirements of international codes and standards, including ISO 9001, ISO 17025, ISO 9712, and DNV GL, strategically positioning the organization to expand our outsourced services within the renewable energy sector.

Mike Sousa
Michael Sousa serves as System One’s Managing Director, Workforce Solutions and President, Joulé. In his expanded role, Mike leads the strategy, growth, and performance of System One’s Workforce Solutions portfolio while continuing to guide Joulé’s culture, service excellence, and long‑term vision. His leadership philosophy centers on delivering high‑impact solutions and creating a seamless customer experience for clients, consultants, and internal teams. He believes that organizations grounded in strong values and fundamentals empower people to innovate and perform at the highest level.
Prior to joining Joulé, Mike served as President of Fahrenheit IT, a leading technology staffing and recruiting firm based in Denver. Before that, he spent 15 years helping transform Tech USA from a startup into a top‑tier national recruiting organization. During his tenure, he opened multiple offices and ultimately served as Executive Vice President of its IT division.
Throughout his career, Mike has been widely recognized for excellence in both sales and leadership, earning President’s Club honors more than 15 times. He holds a Bachelor of Arts degree from Villanova University.

Rachel Peters
Rachel Peters, CTS, is the Executive Vice President of TeamPeople.
Rachel joined TeamPeople in its start-up phase in 2006, creating innovative programs and services fueling years of double-digit growth. It’s currently the 5th largest marketing/creative staffing firm in the US.
She leads the global workforce services and key client relationships for in-house creative studios, virtual and live event production, and audio-visual operations. TeamPeople’s focus is creating brilliant work, identifying and developing unique and diverse talent, building outstanding client partnerships, and customizing workflows as differentiators in the marketplace. It serves over 100 active clients annually, dozens within the Fortune 500.
A music lover and native Midwesterner, Rachel previously led video content production teams, overseeing television and radio production and programming. She’s a dedicated advocate for Be the Match, the National Marrow Donor Program, and the Children’s Heart Foundation. She resides in the DC area with her family. Rachel holds a B.S. in Communications Media from Indiana University of Pennsylvania.

Marc Zamsky
Marc Zamsky is the Chief Executive Officer of Cimplifi, System One’s legal technology organization, where has been architecting eDiscovery solutions and legal review services since 1996. In his role as CEO, Cimplifi, Marc brings a strong record of strategic planning, organic business growth, and operational efficiency. He guides Cimplifi’s strategic direction and initiatives to deliver the highest standards of quality and customer service. Marc is a champion for advancing innovative approaches for client cost control and data management, including implementation of advanced analytics and workflows for corporate legal departments and their outside counsel.
Prior to joining Cimplifi, Marc was a founding member, partner, and shareholder at a nationally recognized eDiscovery company and has served in executive leadership roles for several other industry leaders. During his career, he has worked with most of the Fortune 500 companies and the majority of the AmLaw 200 law firms. Marc practiced law as a commercial litigation attorney in Philadelphia from 1992 to 1996 and is a frequent author and speaker. He earned his BA from Penn State University and received his J.D. cum laude from Temple Law School, where he served as a member of the Law Review and Moot Court team.

Katie Goar
Katie Goar serves as President of Quadel, leading the organization with a strong emphasis on customer service, operational excellence, and workforce culture. She has strengthened client service performance and advanced employee engagement. Quadel’s national footprint has expanded and includes offices in Phoenix, Memphis, Indianapolis, Raleigh, Baltimore, and Newark.
A recognized leader in affordable housing, Katie brings extensive experience from roles in city government, public housing authority management, and oversight of a 60,000‑unit multifamily portfolio. She is also a respected industry voice, hosting the ChangeMakers podcast in partnership with Forbes and presenting her personal and professional journey on the TEDx stage.
Her leadership has earned national recognition, including honors as one of Affordable Housing News Magazine’s Power Women (2023), Resilient Leaders (2024), and Indy Maven’s Women to Watch (2025). She was instrumental in the founding of the Women of NAHRO sub-committee and serves on the National Leased Housing Association’s Board of Directors. She is an active member of the Forbes-curated Authority Collective and frequently speaks on housing policy, leadership, and organizational culture.
Katie holds a Bachelor of Arts in Political Science and Spanish from Anderson University and a Master’s in Public Administration, with a concentration in Policy Analysis from Indiana University. She also taught public management, organization, and policy at Indiana University–Purdue University.

John Ramsey
John Ramsey serves as President of KeyLogic, overseeing the company’s strategic direction, organizational performance, and nationwide portfolio spanning energy, federal civilian, and defense missions. A seasoned leader with more than two decades of experience in the energy sector, he previously served as Senior Vice President of Energy Programs, where he led a large, multi‑state portfolio supporting major federal agencies and private energy partners.
Before assuming the presidency, John played a central role in expanding KeyLogic’s technical capabilities, driving growth across clean energy, environmental initiatives, and mission-critical government programs. His leadership integrates advanced analysis, science and technology, program management, and information management to help customers achieve impactful, sustainable outcomes.
A chemical engineer by training, John began his career at Dow Chemical, working across the globe – including Russia, China, and Holland – gaining experience in complex industrial operations and multinational project environments. His background gives him a deep understanding of the energy ecosystem and informs his commitment to advancing solutions that support national energy security and economic competitiveness.
John is recognized for his vision, technical expertise, and ability to build high‑performing teams. A native of West Virginia, he remains dedicated to strengthening the region’s innovation capacity, creating jobs, and supporting missions with national impact. He holds a degree in chemical engineering from West Virginia University and is a member of WVU Academy of Chemical Engineers.
