Standardization and Certification

According to Rosstat, about 500 nanotechnologies are being developed annually in Russia, with only a small part of them being adopted. Regulatory and technical support for the new product life cycle—from development to mass production and launch to the market—is the most important condition for successful adaptation. We are talking about standardization, certification and the necessary permits obtaining systems in whose improvement the Standardization Department of the Fund for Infrastructure and Educational Programs is engaged. In particular, it forms the regulatory and technical infrastructure; provides the innovative companies with a package of documents for free circulation of products; contributes to the removal of regulatory barriers and facilitates licensing procedures at the products’ launch to the market; it organizes testing and measurement, as well as certification of products and personnel.

The Department’s key task is to implement proposals and ensure the needs of innovative enterprises.

The customers are often guided by the initial cost of the product, but not by the cost of the operation, energy efficiency, environmental friendliness and other benefits thereof. As a result, cheap solutions win in contests more often than the effective ones. The improvement of the regulatory and technical support complex increases the competitiveness of innovative products and services, as well as their chances for implementation. Therefore, the time of the launch of innovative products and technologies to the market is reduced by 6-12 months, the costs of nanoindustry enterprises are reduced, and annual output volumes are increased.

The number of proposals of innovative companies for the development of standards and implementation thereof increases annually. The effective feedback from the Russia’s high-tech enterprises is the basis for a successful regulatory and technical work.

Regulatory and Technical Innovation Support Infrastructure
A network of centers for regulatory and technical support of innovations has been created in 7 regions of the Russian Federation (Republics of Mordovia and Karelia, Primorsky and Krasnoyarsk Territories, Novosibirsk, Sverdlovsk, Rostov Regions), providing access to regulatory, metrological and certification support for high-tech companies almost throughout Russia.
