Platonic Physical Contact: Go for it. Chelan can be pretty affectionate with people she's friends with. Those she hasn't know for a long time, however, will get weird looks and pushed away.
Romantic/Sexual Physical Contact: Chelan is currently in a relationship with Dialo (Teufel) but polyamory is very much a thing where she comes from so she could fall for someone else while she is here. I prefer to let things develop on their own but if you like the CR they have and would like to discuss a potential ship feel free to plurk at me.
Obviously since she is 14 sexual contact is off the table.

IC Personal Boundaries/Warnings: Hmm. This is tough. Chelan is not a person that is easily bothered or angered so she doesn't have many aside from the stuff that is just obvious common courtesy? Don't get all touchy and familiar if you don't know her. Don't hurt her. Fortunately she doesn't really have much that needs to be warned about.
OOC Personal Boundaries/Warnings: I don't really have many other than killing. No killing whatsoever. As I mention in her app, however, angels are incredibly resilient creatures and can regenerate from being completely mutilated so there is a lot you can do without killing her. I'm not triggered by much but just toss me a message if you're unsure about something and we can chat.
Other Notes: Chelan is borderline psychologically mute so she'll mostly be communicating via pen and paper when Dialo isn't around to translate. She also knows sign language (for the sake of ease) so if your character knows that they can talk that way too.

History: Chelan comes from a world called the Gray Garden. It is a world with a long, and unfortunately bloody history, but no one would guess it from a visit.
The God of it, Etihw, and the Devil, Kcalb were people who had predictably been at odds and ends. Well. That's putting it lightly. Etihw led his angels, and Kcalb led his demons, and as is typically the case for creatures who are instinctively opposites of each other they initially could not put aside their differences, and were engaged in a war that lasted quite possibly centuries, until the world and all life except for the two of them and a tiny handful of others had been utterly annihilated. Left with nothing but each other, and constant reminders of the destruction the had wrought, Etihw and Kcalb finally decided to make peace for the hopes of a better future.
Far, far in the future, after peace has already been established for several hundred years, Chelan comes into creation. While the story is rather vague, there seems to be some implications that Chelan (along with the rest of the protagonists of the game) were not born but rather created---as were the very first couple inhabitants of the new world. What's even more poignant about Chelan and the motely crew of angels and demons is that they were not new souls, but rather reincarnated souls.
Chelan is the reincarnation of an angel named Ciel who fought during the war, and was among a group of Etihw's most trusted angels. During her life, Ciel fell in love with a demon by the name of Lost. Their story, unsurprisingly, was that of starcrossed lovers and the two of them ended up dying. Still, so strong was their love that it continued even into the next life, and they came together one again this time in a world that would accept their relationship. Lost was similarly reincarnated as a demon named Dialo and after remeeting, the two were inseperable, and eventually made a home together.
Unfortunately the peace of the new world—aptly named the Gray Garden was interrupted by the invasion of a Devil from another world. This Devil was named Ivlis and he sought to kill Kcalb in order to absorb his power and become even stronger. He saw the peace and duality of the Gray Garden to be wrong and a sign of weakness.
During the game Dialo and Chelan take more of a background role. They are the ones to meet the other Devil Reficul who helps them break Etihw out of the prison they are forced into, and they generally serve more as investigators (aka characters that give exposition). In the end the true saviors are their friends Yosafire, Froze, Macarona and Rawberry who distract Ivlis long enough for Etihw to put an end to his invasion.
Personality: The first thing that someone will notice about Chelan, and what is probably one of the most prominent things about her, is the fact that she doesn't speak. Technically Chelan is not a mute, but when Yosafire introduces her (and take in mind this is a person who has probably been friends with her nearly all her life) she says that she has never seen her speak.
This means that instances of it are incredibly rare, and the only time in the game she comes close to actually verbalizing anything is when she whispers something to Dialo—an action that we are just told of, we don't actually know the exact words that she uses. In her profile it also says that she Truth of it is that Dialo is probably the only person who can understand Chelan. Chelan needn't even say words, and yet the two of them are able to communicate perfectly. Whispers aren't needed, and there is certainly no telepathy going on. It is just how things have always been with them, even before they really got to know each other well in this life.
When it comes to others, however, Chelan can often have difficulty communicating. Her muteness is something more psychological and physical, and probably the result of something that happened in her past life. She can be a little shy around people at first because of this (especially if she is on her own) but once she becomes comfortable around someone she's quite open and friendly. She's a touch shy and reserved, but certainly not timid nor afraid of showing her exasperation or giving someone the stink eye when they have done something to upset or irritate her. She's a girl with a strong heart and commitment to peace and is much more mature and observant than some would expect for her age (but then again, she is technically several hundred years old if you take into account her past life). She was able to read her God very well, and tell when they needed cheering up and was more than happy to give it.
Despite this she's still a kid at heart and has a bit of a mischievous streak. She certainly likes to tease people close to her and she's not complete above pulling a prank here or there but they are all rather lighthearted ones.
Debt: Honestly Chelan is just here because she misses her girlfriend way too much. So I guess that falls under voluntary work, she just wants to be with her and will happily work to be able to do so.

Abilities: Does her perception count? She's a very keen person and rather empathetic. As an angel she also has some natural healing abilities, and while they have been largely untested considering how long the Gray Garden has been at peace they are quite powerful. As far as combat abilities go she knows how to use a bow but again, with no experience outside training she's not an able fighter.
Strengths and Weaknesses: As an angel, Chelan is much more resilient than the average person. Angels and demons alike can be impaled, stabbed, fall from high places, and still survive. Two demons in the game are turned to little blobs of meant but eventually fully regenerate. It would take a lot to kill off Chelan (by normal standards) even as weak as she is.
Chelan also has wings that give her the ability to fly. She probably flies more than most of her companions, since she has a habit of floating just as often as she walks and being able to suspended herself in air requires quite a bit of back muscle strength. As long as they are light, she is able to carry one person with her.
As aforementioned she has healing abilities which are quite potent—something she retained from her previous life. Even outside of her magic, she is pretty well versed in recognizing symptoms and treating others back to health.
Still Chelan is no fighter, so she could easily be overpowered. She has some skill with a bow in the game we only get to see her and Dialo fight for a very tiny bit, and it's not really anywhere near enough to consider them able fighters like the rest of their friends. The invasion really was a bit of a learning experience but Chelan is quite against the idea of ever actually hurting someone.
Her muteness could be considered a bit of a weakness if she were in a tight bind, it would be difficult to call for help or try to explain things on her own. The best she could do is try and write things down but that is rather time consuming and would not be very helpful in emergencies. It'll make it a little difficult for her to befriend some people since they may not have the patience needed to speak with her if Dialo isn't around to translate. She can get pretty self conscious about it.
Rain and water make it very hard for her to fly. If her feathers get too heavy she won't be able to do so at all, and it can lead to her getting sick if she doesn't take good care of them. Indeed, in general her wings require a lot of attention and grooming in order to keep them healthy and working.
