Blogging Etiquette

I've been thinking over the last couple of days about how you get people to visit your blog which led me to wondering about blogging and/or commenting etiquette. Are there unwritten or unspoken rules about who you can or can't comment on? Logic tells me that if you're posting publicly then you would welcome comments from people but I don't want to get it wrong.
Obviously, here on Dreamwidth there are friending communities like![[community profile]](https://www.dreamwidth.org/img/silk/identity/community.png)
addme (which I've joined and am working up to commenting on/making my own post) and I've seen talk of 'friending memes' but what about outside of these sanctioned events?
We've all got interests listed in our profiles, and these are searchable. When I click on one of my interests, it shows me everyone else who has that same interest. Is it frowned upon to randomly just starting reading and commenting on people who are also interested in, for example, scrapbooking?
I know I would love it if random people were to not only find but read and comment on my blog. I would also return the comment onto their posts. But the one thing I've never been is the same as everyone else.
Or am I just overthinking this?
