BACKGROUND: Dad of the year award
INCENTIVE/FIT: So at the end of Agent Carter's we see what is Howard's biggest regret and wish is at this point in time: bringing Steve Rogers back from the ice. Steve is a good man, and Howard considered him a friend (even though I'm sure Steve would have been kind of surprised at how highly he thought of him), but it's more than that. He sees Captain America as his creation, the One Good Thing he's ever done. He's kind of a Pygmalion with a Galatea complex and he'll do whatever it takes to bring Steve back to the point of kind of ignoring his son for it later on.

As far as the sex stuff goes, he's a Stark. He's a Casanova who likes having a woman in his bed every night and has no trouble getting them. He really won't have any trouble at all meeting the 'requirements'.
