ISPs

Years ago when it first came out, I went to the Matrix website, and they had this feature in the opening where my ISP number was typed out. I don't know what that exactly means, but they followed that information with my city and state. Can any programmer do this, track an ISP (or whatever) and find out who their website viewers are, or where they live? Can someone explain to me the significance of an ISP?
