I'm sorry if this is off-topic

Being that many of you might be expert programmers, I thought I might throw this question in here since I don't really know what to tell him. A friend attending university was using the school's internet service while looking for questionable material (it was adult porn he says) and he got a pop-up with the university name, his IP address, the system he's using, and a warning that his PC was under investigation. It also urged him to download a specific company's software to clense his computer - and I don't know how many pop-ups this was or whatever.

Is that even possible? I want to tell him anyone can program a file to pop-up on a porn site and flash a school name with all that information (I found out all of that here http://www.ipchicken.com/ myself). But it may actually be school-affiliated - except for the supposed program-downloading offer. Does anyone know anything on this sort of web developing? Help a girl help a scared guy out :-)
