CMS Creating Image Headers

I'm going to be working on a CMS that could benefit from some sort of font to image creation based on user input. I might assume that ImageMagick could do the job, but I'm not sure what capabilities it has with fonts. Does anyone have any experience with this type of image creation?

My goal is to give content administrators a tool to create image headers for their documents without any graphic experience or software.
