I'd love some advice!

I'm working on a website idea with a friend and it's become rather out of my depth. I do basic site design ie. anything below the level of scripting! (I have dreamweaver when required).
The website we are working on is to be an online business. My friend knows very very very little about web design and scripting and is under the impression I can do it all which I definitely can't!
What I'm looking for is someone knowledgeable I can explain the idea to and they can tell me what exactly would be required. I don't know if this is something I'd have to pay to have designed for me (probably is).
It's to be an online fitness training website, so as you can imagine there needs to be membership, a database, questionnaires, forms and - that part I'm really not sure at all about - an automated system to design people's fitness programs.
