Guided by the National Programme for Digital Economy, Oman’s digital transformation process is revolutionizing its economy and society by enhancing productivity and fostering new growth engines.
The government digital transformation program 2021-2025 in the Sultanate aims to build a sustainable knowledge society and raise the productivity and efficiency of the public sector by building national capacity, enhancing infrastructure, developing IT industry and improving the quality of government services and its delivery modes.
This year marks a pivotal period in Oman’s journey towards digital transformation, as the government sets ambitious targets to accelerate its Vision 2040 objectives. Central to these targets is the enhancement of digital infrastructure, focusing on expanding high-speed internet access nationwide through the continued rollout of 5G technology. This will provide a critical backbone for the deployment of advanced digital services and facilitate broader adoption of digital tools across various sectors.

Dr. Haitham Al-Sinani is a seasoned cybersecurity leader with over 17 years of professional experience, renowned for his strategic vision and hands-on expertise in securing complex governmental environments. As the Director of the Department of Cybersecurity and Quality Assurance at the Diwan of Royal Court, he oversees end-point and network security, security assessments, monitoring systems, and physical and infrastructure protection, while also authoring the organisation’s core security policies, procedures, and standards. His earlier tenure as Director of the Department of Systems Governance and Smart Apps (2014–2023) saw him leading major digital transformation initiatives and ensuring the secure design and deployment of dynamic web and mobile applications across the organisation. Holding a PhD in Information Security from Royal Holloway, University of London, obtained in 2012, and certified in CISM and CISSP, he blends academic depth with practical leadership and remains committed to developing future cybersecurity talent through his teaching roles at nationally leading universities and advanced training programmes. He is an active researcher with multiple peer-reviewed publications, including recent work on AI-augmented penetration testing, and regularly presents his research at international cybersecurity conferences, contributing to the global discourse on emerging threats and defensive innovation.
