A Celebration of Hope - Domestic Violence Assistance Fund

On September 23, 2025, the Harris County Domestic Violence Coordinating Council (HCDVCC) hosted the Celebration of Hope to release the Domestic Violence Assistance Fund (DVAF) Report at the Steve Raddack Community Center with support from Commissioner Lesley Briones. Over 70 attendees celebrated the fund’s impact on survivors and families across Harris County.

Key Highlights:

  • DVAF History & Growth: Originated from CARES and ARPA funds, now a permanent line item in the Harris County budget thanks to strong support from county leaders.

  • Community Impact (2024):

    • 1,204 households served, including 3,331 individuals.

    • 59% of recipients were children under 18.

    • Top needs: food (20%), daily living expenses (17%), and rent (17%).

    • DVAF reduces strain on emergency services and promotes long-term community stability.

  • Survivor Testimonies: A video and personal accounts highlighted how DVAF saved lives and improved safety.

Research Findings:
Dr. Leila Wood (UTHealth McGovern Medical School) presented preliminary results from a nationally significant study on flexible financial assistance for survivors.

  • Most survivors learned about DVAF through friends/family (24%), agencies (20%), or law enforcement (18%).

  • 97% of participants were women; 83% had children; 72% had experienced recent homelessness due to violence.

  • Funds supported safety, housing, childcare, job training, debt relief, and even small business starts.

  • 90% reported DVAF improved their safety.

  • Staff reported the program gave them tools to better support clients, filling critical gaps in resources.

Big Picture:
Harris County’s DVAF model is drawing national attention as one of the most successful implementations of flexible financial aid for domestic violence survivors. Leaders and researchers hope other communities can replicate its impact.
