    The SBIR/STTR reauthorization just passed the Senate. That alone is significant. But what matters more is what happens next. Earlier, the Senate unanimously passed S.3971, the bipartisan bill to reauthorize the SBIR and STTR programs. During the Senate discussion, lawmakers referenced reopening the program immediately and encouraging agencies to move quickly. If the remaining steps move forward in the House and the bill is signed, we may see the innovation pipeline reopen rapidly. That means the next few months could be a very active period for the SBIR ecosystem. However when solicitations reopen, the timeline between topic release and submission deadlines is often tight. The teams that move first will likely be the ones already doing the work now. In other words, grant readiness may matter more than ever this year.

    After +10 yrs advising 100s of startups on their non-dilutive funding strategies, I wondered why some of the most innovative tech never got off the ground. I thought it was the market, the pitch, the founder. But, I was wrong. The facts were ugly: - Only ~23% of university-licensed startups (especially in life sciences) ever achieve meaningful economic success - Slow IP licensing and bureaucratic hurdles can kill momentum - 1 survey noted 66% of spinout founders cannot leave their academic positions to start the company - Technology-first startups often lack market pull where many academic spinouts originate from novel research rather than customer pain-points - University tenure and promotion criteria rarely reward entrepreneurship I've been there and I get it. Scaling this kind of infrastructure and support to accelerate the rates of university spin-outs is difficult. But my curiosity has now taken a turn. Can Scout help with the gap? I'm looking for insights to help me better understand: - Where does the system break down? - Why is this still so hard? - What are we missing?     Founders — NIH just released out how they’re grappling with post-shutdown delays. My reaction in 1 word: Yikes... Yes, this will directly affect your 2026 planning. Let's break it down... 💢 Application Deadlines • All applications due Oct 1 – Dec 5, 2025 can be submitted by Dec 8, 2025 (5:00 PM local) • No special permission or cover letter needed 💢 Post-Submission Materials & Reporting • Jan 2026 council: Standard post-submission rules apply • May 2026 council: One-page update with preliminary data allowed (if FOA permits) • RPPRs due Oct 1 – Nov 13 do not need resubmission unless requested 💢 Peer Review Changes - Shutdown led to ~370 cancelled review meetings, impacting ~24,000 applications. • Only 30–35% of applications will be discussed • Middle-third labeled “competitive but not discussed” and still fundable • Shorter summary statements: bullets, consensus votes, reviewer critiques only 💢 ESI & Career Development • NIH will auto-adjust ESI status for impacted applicants • Additional guidance for K99/R00 coming separately 💢 Grants Management & Finance • Payment and drawdown systems are back online (phew) • Contact NIH if you received hold notices during the shutdown 💢 What This Means for Founders • You now have a narrow submission window • Fewer applications are discussed, so clarity and positioning matter more • If you’re ESI/K99-eligible, double check your status • Resolve any admin and financial issues immediately Moments like this separate rushed applicants from prepared ones.
