Splitting the discussion from #9770 for adding CSS Overscroll Behavior 1 to the Modules with Rough Interoperability section of the CSS Snapshot 2025.

Data to consider:

Current status: WD (last published: 6 June 2019), ED from 3 March 2023
WPT: passing tests: Chrome: 60, Edge: 61, Firefox: 61, Safari: 60; interop: 59 / 65 (90.8%)
Current Snapshot section: -
Open issues: on GitHub: 10, in spec.: 0

Summary: Very high interoperability, some open issues, spec. only in WD and last published version outdated.

Note: Spec. should be republished.
