Five stages. The last one is the one most agencies leave out.

Stakeholders, constraints, content reality and an honest scope. Most project failures are decided here, quietly, before anyone opens a design tool.

Design
Art direction, interface design and a design system with enough opinion to be useful and enough range to survive the next three years of content.

Build
Frontend architecture, integrations, editorial workflows, performance budgets and accessibility built in rather than retrofitted.

Harden
Security review, headers and CSP, dependency hygiene, monitoring, backups and a deployment process a team can actually follow at 6pm on a Friday.
