This milestone raises the bar for what every module in scope for v1.0 has to demonstrate: complete, reviewed requirements and architecture documentation, including the safety artifacts that some modules had previously been able to defer. Meeting that bar is a multi-release effort, and v0.8 marks the point where the members committed to it project-wide.
