A month on Starter: three apps used $4.86 of the $19.00 included, so the invoice is the $19 plan and nothing extra. Extra usage only appears once the included amount is used up.
What counts as usage.
Six meters, the same rates on every plan. Each one counts only while something is actually running, stored, or served.
Instance-hours while a container runs, from about $0.07 an hour for the smallest size. Idle apps scale to zero and count nothing.
By the hour for the tier and storage you provision. A shared database is about $4 a month; dedicated tiers start around $9.
Static-site files at $0.02 per GB a month. Database storage at $0.30 per GB a month.
Traffic served by containers at $0.20 per GB. Static sites go out over the CDN at $0.01 per GB.
The time a build takes to run, at $0.01 a minute.
Members beyond the ones your plan includes are $9 a month each. Pro and Business include unlimited members.

Container apps default to zero minimum instances. When no one is using an app, it stops running and stops counting. This is what makes many preview environments cheap: they cost nothing while they sit idle.
Go past what your plan includes and the difference is added to your next invoice at the same rates. You get an email at 80% and again at 100%. Nothing pauses on a paid plan. On the free Hobby plan, projects pause until the next month or an upgrade.
