[Plugin: CSS & JavaScript Toolbox] Non-Developer Needs Advice on adding a Javascript confirm box

Hi,
I came across your plugin on a search for information on how to add a javascript confirm box to a WordPress website.
My client needs a “Please Accept” box on their Home page (and maybe other pages as well), just like the one located here:

I’ve looked at this page source, and I understand the basic logic of the scripts being used. I’m not a programmer and I have very little experience working with javascript. But somehow this is adding a confirm box with text and links. I think the cookie part prevents the message from being re-displayed to the user once they accept it. Correct? This is more complex than your default example, I think.
Can I use your plugin to add a confirm box like this to my client’s site? If so, do I just copy/paste the javascript from the above example and then edit it for my client’s website needs?
Or is it more complicated than that?
For example, do I need to install anything? (I clicked on the links on “includes/jquery.alers.js” and “includes/cook.js” hoping to see the contents of the .js files, but the links just go to the source for a 404 Error page and I don’t understand.)
I’d really appreciate any info or hints. If your plugin will do the job, I will definitely make a contribution! If this requires tech support, I’m happy to pay for time and expertise. I’ve tried to research this problem and I’ve learned a lot, but I’m at my technical limits here, and could use some developer advice at this point.
