Iran has announced it will require a $1 per barrel transit toll paid in crypto for oil tankers transiting the Strait of Hormuz. While Iranian officials specifically referenced bitcoin, our analysis suggests the regime could likely prioritize stablecoins. Why? The IRGC has a documented history of leveraging stablecoins for liquidity in illicit trade, with IRGC-associated activity representing roughly 50% of Iran's total crypto ecosystem (over $3 billion in 2025). For the global shipping industry, this introduces severe sanctions risks. Making payments to an Iranian state-linked entity without authorization exposes companies to strict enforcement actions. Fortunately, the blockchain’s transparency allows compliance teams, regulators, and stablecoin issuers to trace these funds in near-real time and freeze illicit assets. The FBI has released its 2025 Internet Crime Report, revealing that Americans lost nearly $21 billion to cybercrime last year. Cryptocurrency-related fraud drove over $11 billion of those losses, primarily through investment scams, while AI-enabled crimes cost victims nearly $893 million. We applaud the FBI’s proactive disruption efforts like Operation Level Up, which has already saved victims over $500 million.
