    css conditional new line starting/creation feature based upon textfitting on the same line.

    <q cite="http://www.president.e e/est/ametitegevus/?gid=10628">
    Kelleltki ei tohi veendumuste pärast võtta Eesti kodakondsust.
    </q><span class="quoteref erence">(Eesti Vabariigi põhiseadus, II
    peatükk, PÕHIÕIGUSED, VABADUSED JA KOHUSTUSED, § 8)</span>
    <hr/>

    What shall the CSS be for:

    "when the span.quoterefer ence wouldnt fit as a whole on the textline
    that the quote (q) element is on, start the span.quoterefer ence on the
    new textline" ?

    Can't be done in CSS?
    Why not? What concepts there are in CSS3 drafts for this ;D

    Do the regulars of here have ever had thoughts about such a powerful
    enhanced formatting feature?

    Use HTML instead of that X misnomer. Mark it up this way...

    ....and it should render as you want and be pretty reliable in most
    browsers.

    None; this is not really a CSS issue.

    Nope.

    Because there is already a character defined in Unicode to represent a
    non breaking space, use a powerful enough editor and you could enter
    that character directly instead of a standard ASCII space.

    Or for better browser support, insert the &nbsp; named entity reference
    and let the browser use it's own programmed method to avoid breaking
    lines at white space areas. (Yukka might argue that the use of a <nobr>
    element is an easier approach ;-)

    None I hope; since that would involve a definition of a white space
    hunting procedure, and CSS is not defined to be a programming language,
    its purpose is to be descriptive only.

    What's so powerful in being able to use CSS to hunt down browser
    inserted new lines? You would like your markup to render good even when
    CSS is off or not available, no?
