When going to your account settings and chosing the "Only Email on Mention" settings, the will be no Emails sent at all.

This is still broken. I do not get notified, however it worked once when testing.

Maybe it does not work when I am already participant and set to "only on mention"?

I can confirm that this does work now, but it was only properly fixed during the 1.13 cycle. The previous fix was incomplete.
