Enable PHP Debugging for IP

I\'m try to use SetEnvIf Apache directive to enable or not PHP display error if the request is send from a particular IP.

 

I try this code:

 

SetEnvIf Remote_Addr "195.223.140.129" php_admin_flag display_errors = On

 

but not work. From Apache\'s logs:

 

[error] an unknown filter was not added: PHP

 

I want to enable this 2 directive:

 

php_value error_reporting 7

php_flag display_errors on

 

if client\'s request is send for a particular IP (Remote_Addr condition in SetEnvIf)
