This PR updates HCL and go-cty to the latest minor versions in time for our own next 1.13 minor release.
There is a significant change in the type checking error message, we now specify the required type alongside what we have which you can see in the updated error message. One change here is that is now invalid to try and convert into a null type so the underlying library crashes. This has resulted in a minor change to one test case in Stacks, we need to detect null types and return an error message before we try the conversion.
