[Alternative 1] Add withTreatClassesAsFinal() on RectorConfigBuilder so can be used in typed rules

@TomasVotruba this is the 1st alternative for

• [dx] add "treat classes as final" option, to enable more advanced level of rules without making every class explicitly final rector#9213

The option checked direclty on AddTypeToConstRector.

This is more destructive since config set globally, and can be used anywhere in any rules, which should be on end user that decide on specific rule.

I will create 2nd PR for define inline_public config on the AddTypeToConstRector rule itself.
