Quality 9 purple weapons have one skin each, same one as Quality 10 Blues. Availability: Crafting or drops. It would probably be easiest to craft Quality 10 Blue weapons to get the skin you are after.

Quality 8 purple weapons have one skin each; same one as some of the Quality 9 Blues. Availability: Skins can be acquired by crafting Quality 8 Purples or Quality 9 Blues, occasionally found as drops or purchased from the PvP Weapons Quartermaster in Faction HQs.

Quality 7 purple weapons have one skin each; same one as skin #1 for Quality 9 Blues. Availability: Crafting or very rarely as drops. It would probably be easiest to craft Quality 9 Blue weapons to get the skin you are after.
