Writing recognition for Windows XP is dependent on Microsoft Office. Realize that Office 2007 does not come with the writing recognition support.
Found a nice alternative called Tegaki

Now I can use this to write hiragana. The default japanese IME provided by Windows uses romaji and doesn’t help in memorize the character’s stroke and shape.
