Forms add on – Can it be user based?

I’m trying to use Connections to create a tracking system for our feral cat colony management. I’d love to give access to people who are helping us trap/neuter/release. I want them to be able to submit a cat they’ve caught and provide the photo, description, date trapped, etc. I’m about to purchase the Forms add-on but what I want to know is – can I restrict it so that only people who I give an account to can submit an entry? I don’t want the general public to be able to access it or spam it, and I don’t want people to create accounts themselves. I do want to be able to provide a link on the site to submit an entry because these are usually not-so-tech-savvy people and giving them a hidden direct url isn’t a great option.
