I really can’t give any more detail. There was nothing obvious in the logs, php, syslog, or site. There wasn’t anything obvious in top or df.
To solve the issue, I just looked looked at elimination strategy through the recent plugin updates and disabled them one at a time – DecaLog was the second.
I also disabled Simple History as that was the plugin that said to use DecaLog. Reenabled SH as it showed no issues, then reenabled DecaLog – problem returned. Turned off Deca, and reenabled W3TC cache and everything remained running.
Left the site to the other authors and moderators and went (late) to work.
I have no idea what the Simple History plugin was using DecaLog for. But did a brief scan of the code now, it looks like it has a logging abstraction. I’d need to look at the DecaLog API to see if SH is using it directly. SH does seem to search better with DecaLog enabled.
I turned DecaLog back on on the next release and haven’t had problems. Now running on version 2.3.
The system is semi-dedicated up-to-date ubuntu running on a 8 core Ryzen 1700 server, 48GB RAM and the whole web site runs on a dedicate mdadm raid 1 (I also checked drive array). No other applications were having issues – just slow responses in the php7.4 fpm.

Apache2 updated from 2.4.25 to 2.4.26 and I get “Invalid post type” when listing posts. Presumably because the mod_rewrite has changed.
I’ll try a recompile.

Looking at the zip there appear to be several referenced require_once’s that are not present in the includes of the zip file.
I’m about to rollback. Yep that worked without problems.
Looking at the http://plugins.svn.wordpress.org/wp-rss-aggregator/ the files are not in the trunk, nor in any of the previous tags.
Looks like they weren’t checked in.
After downloading and installing the previous version (uising the upload option)

That was odd. All I did was (from the plugin directory)
mv jetpack ../../..
Maybe there was some file caching going on? The actual problem appears to be that call in the stats.php
I’m using php5-fpm with apc. The files are cached in apc and it is pretty good about checking for changed files
Ummm http://wpseek.com/get_editable_roles/ Looks like a 3.6 beta feature. I can’t find it in the codex http://codex.wordpress.org/Roles_and_Capabilities
Ummm. My whole site is noticeably faster without Jetpack. I’ll have to find out why
Removing jetpack from the plugins folder fixed the problem and allowed the site to start operating. Now extracting an older version of the plugin from backups.
First time in over 5 years that a plugin just plain broke the site.
