Bologna Meeting on Open Research Information

The Bologna Meeting on Open Research Information took place on May 28th, 2025 at the University of Bologna, Italy in the context of the 5th Workshop on Open Citations and Open Scholarly Metadata (WOOC2025).

Aims of the Meeting

In May 2025, nearly 200 participants from 35 countries, including signatories, supporters, and other interested participants of the Barcelona Declaration, gathered both online and in the room at the University of Bologna, Italy. The meeting was an opportunity to reflect on progress and share concrete steps being taken to implement the road map developed at the Paris Conference on Open Research Information in September 2024.

Paris Conference on Open Research Information

The Paris Conference on Open Research Information took place on September 23-24, 2024 at Sorbonne University, Paris.

Aims of the conference

In September of 2024 signatories, supporters and parties interested in the Barcelona Declaration met at Sorbonne University in Paris to discuss next steps in taking the agenda of the Declaration forward.

In a two day hybrid in-person and online meeting, participants shared progress and challenges of advancing the production, management and use of open research information, and worked together to prioritize concrete actions that will make up a shared road map.

Road map on Open Research Information

At the Paris Conference on Open Research Information in September 2024, signatories and supporters of the Barcelona Declaration formulated and prioritized concrete actions on the following topics:

Following the meeting, a theory of change framework was applied dividing actions into four categories (information gathering, frameworks & analysis, principles & guidelines and implementation & monitoring).

Barcelona Declaration Working Groups

Overview of working groups

The Barcelona Declaration working groups were established to promote collective action around the transition to open research information. The Barcelona Declaration calls upon organizations performing, funding and evaluating research to move towards open research information. In many areas, true progress requires collaboration and collective work to overcome barriers. Such actions also often involve collaboration with organizations providing data, services and infrastructures.

Last year at the Paris Conference on Open Research Information, signatories and supporters of the Barcelona Declaration came together to discuss areas where such collective action would be beneficial. This resulted in the Roadmap on Open Research Information, which is included in full in the conference report. Following the conference, working groups were convened around each of the identified areas of interest. Working groups are coordinated by representatives of signatories of the Declaration.

About

Origins of the Barcelona Declaration

The Barcelona Declaration on Open Research Information was prepared by a group of over 25 research information experts, representing organizations that carry out, fund, and evaluate research, as well as organizations that provide research information infrastructures. The group met in Barcelona in November 2023 in a workshop hosted by SIRIS Foundation. The preparation of the Declaration was coordinated by Bianca Kramer (Sesame Open Science), Cameron Neylon (Curtin Open Knowledge Initiative, Curtin University), and Ludo Waltman (Centre for Science and Technology Studies, Leiden University).

The Barcelona Declaration was launched on April 16, 2024.

Background and context

Closed research information leads to black-box decision making

Too often, decision making in science is based on closed research information. Information is locked inside proprietary infrastructures run by for-profit providers that impose severe restrictions on the use and reuse of the information. Errors, gaps, and biases in closed research information are difficult to expose and even more difficult to fix. Indicators and analytics derived from this information lack transparency and reproducibility. Decisions about the careers of researchers, about the future of research organizations, and ultimately about the way science serves the whole of humanity, depend on these black-box indicators and analytics. Without open research information, it is difficult, if not impossible, to scrutinize these indicators and analytics and to have an informed debate about their strengths and weaknesses. Basic standards of accountability cannot be met, and academic sovereignty) is at risk.

Research information

By research information we mean information (sometimes referred to as metadata) relating to the conduct and communication of research. This includes, but is not limited to, (1) bibliographic metadata such as titles, abstracts, references, author data, affiliation data, and data on publication venues, (2) metadata on research software, research data, samples, and instruments, (3) information on funding and grants, and (4) information on organizations and research contributors.
