As data center tax breaks continue to expand, many states are operating under a cloud of uncertainty. Fourteen states fail to publicly disclose the cost of these incentives, making it impossible to fully understand their impact on public finances. Where disclosure does exist, costs have consistently outpaced early projections, sometimes exponentially, with losses reaching into the billions.
