The LCEE includes the following life cycle stages:

Planning and design
Procurement and construction / installation

Maintenance, repair, and replacement
Decommissioning, disposal, or asset reuse

The evaluation applies to:

Electrical distribution systems
Power infrastructure (UPS, generators)
Cooling systems
Rack and equipment infrastructure
Supporting controls and monitoring systems

The life cycle economic evaluation indicates that:

Operating and energy costs represent a significant portion of total life cycle cost
Investments in energy‑efficient and maintainable infrastructure can reduce long‑term costs
Life cycle analysis provides a more accurate basis for comparing alternatives than initial capital cost alone

Detailed cost results are documented separately and available upon request.

Life Cycle Economic Evaluation

Pollutants that result from clearing, grading, excavation, and building materials and have the potential to be present in storm water runoff are listed. This includes information regarding material type, chemical and physical description, and the specific regulated storm water pollutants associated with each material.

Silt fencing and straw bale barriers will be placed along the perimeter of the area to be cleared and graded before any clearing or grading takes place. Supersilt fencing will be used on steep slopes at appropriate locations.

A sedimentation basin will be constructed near the southwest corner of the construction site before any construction begins. The sedimentation basin, with an approximate depth of ten feet and a surface area of 1 acre, will be constructed to a volume of 435,600 cubic feet and is expected to remove 80 percent of suspended solids from the site’s storm water runoff. 

Stormwater Pollution Prevention Plan

This assessment covers:

On‑site construction, installation, testing, and commissioning activities
Office‑based operations related to project delivery
Short‑term and long‑term health impacts during the project lifecycle

The HIA addresses both direct impacts (e.g., occupational exposure) and indirect impacts (e.g., noise affecting nearby occupants).

The HIA was developed using the following steps:

Screening: Identification of relevant health issues associated with construction and data center infrastructure work
Scoping: Determination of key health risk categories and affected populations
Assessment: Evaluation of likelihood and severity of potential health impacts
Mitigation: Identification of control measures
Monitoring: Review and improvement mechanisms

Information sources include industry best practices, regulatory requirements, safety plans, and site‑specific risk assessments.

Hazard Identification and Risk Assessment

Job Hazard Analyses (JHAs) or Task Safety Analyses (TSAs) will be completed for high‑risk activities
Hazards will be assessed before work begins and when conditions change
Controls will be implemented using the hierarchy of controls


Site Safety Rules
All personnel must:

Attend site safety orientation prior to starting work
Follow posted site rules and permit requirements
Use required personal protective equipment (PPE)
Stop work and report unsafe conditions immediately

Hard hat
Safety glasses
High‑visibility vest or clothing
Safety footwear
