Hundreds of Reston condo residents left without AC during brutal heat wave

Hundreds of Northern Virginia residents are trapped in sweltering conditions as a brutal heat wave grips the region, leaving more than 600 homes at the Vantage Hill condominiums without air conditioning.

The crisis stems from the failure of the complex’s central cooling system, which completely shut down last year after suffering years of frequent breakdowns.

Despite the dangerous, triple-digit feels-like temperatures currently impacting the area, a fix is nowhere in sight.

To make matters worse, residents are legally blocked from taking matters into their own hands, according to residents.

The condominium association posted a notice in April warning residents that there would be no central air conditioning this summer. Furthermore, residents are strictly prohibited from installing personal window units or portable air conditioners because the aging buildings lack the electrical capacity to handle them. Management cited severe safety concerns over potentially overloading the entire grid.

The extreme indoor heat is already threatening the health of vulnerable community members.

While some residents have been forced to temporarily move in with family or friends to escape the heat, others say they have no choice but to stay home to save money, relying on basic fans and bottled water to get by.

The condo association has informed residents that it is working on a long-term solution, which includes major electrical upgrades, residents said. However, that project is not expected to be completed until the spring of 2027.

Management has not yet responded to requests for comment regarding immediate relief options for the residents.

In the interim, the association said it has hired a company to inspect individual electric panels to determine the exact power capacity for each building.

Wheelchair user killed after Richmond Highway crash in Fairfax County

A woman using a wheelchair died Thursday evening after being struck by a pickup truck on Richmond Highway, Fairfax County police said.

The fatal collision occurred at approximately 7:45 p.m. at the intersection of Richmond Highway (Route 1) and Dart Drive in the Hybla Valley area.

The victim, an adult female, was rushed to a local hospital, where she was later pronounced deceased, according to police.

The driver of the pickup truck remained at the scene and was not injured in the crash.

As of late Thursday night, all northbound lanes of Richmond Highway were closed at Dart Drive as detectives from the Fairfax County Police Department's Crash Reconstruction Unit investigated the cause of the incident.

Authorities have not yet released the victim's identity pending notification of next of kin.

Motorists are being advised to avoid the area and seek alternate routes.

QTS drops appeal, ending plans for massive Prince William County data center

Data center developer Quality Technology Services (QTS) has officially dropped its appeal to the Virginia Supreme Court, effectively terminating plans for a massive 2,100-acre data center complex adjacent to Manassas National Battlefield Park, opponents announced Thursday.

The decision by the Blackstone Inc. subsidiary ends a highly contested, years-long legal battle over the Prince William Digital Gateway project, which would have been the largest data center complex in the world, according to previous FOX 5 D.C. reporting.

The move leaves the lower court's ruling intact, blocking the project as sought by a coalition of local residents, homeowners associations and historic preservation groups who argued the development threatened the area's historic and environmental landscape.

From board approval to July withdrawal

The legal resolution follows a March 31 ruling by the Virginia Court of Appeals, which unanimously agreed with a lower court that Prince William County's consideration of the data center rezoning was fundamentally flawed, thereby voiding the approvals.

While the Prince William County Board of Supervisors and co-developer Compass previously declined further appeals in April, QTS had pushed forward until filing its notice of withdrawal on July 2.

"Truth and accountability prevailed today," Attorney Chap Petersen, who represented local residents and the American Battlefield Trust in the litigation, said in a statement.

The battle began after the Board of Supervisors previously voted to approve the rezoning, prompting lawsuits from the American Battlefield Trust, the Oak Valley Homeowners Association and citizen plaintiffs.

Opponents highlighted the county's nearly $2 million in taxpayer-funded legal expenditures used to defend the rezoning before the board ultimately withdrew its defense on April 14.

With the project officially canceled, preservationists are turning their attention toward long-term land management for the area, a press release stated.

American Battlefield Trust President David Duncan stated that the group now hopes to collaborate with county officials, residents and landowners to find conservation-friendly solutions to protect the historic Pageland Lane corridor.

Virginia faces historic drought as Governor Spanberger calls for conservation

Virginia is dangerously close to emergency drought conditions as a severe heat wave grips the state during its driest period recorded since 1941, prompting Gov. Abigail Spanberger to urge residents to immediately practice water conservation.

According to state data, 100% of the commonwealth’s land area is currently experiencing drought conditions, directly impacting more than eight million residents and causing widespread distress for local agricultural sectors.

If the dry spell persists, Gov. Abigail Spanberger could declare a formal drought emergency by executive order, implementing the state's first mandatory water use restrictions since the summer of 2002, according to a press release.

Local farms are bearing the immediate brunt of the historic weather patterns.

At Hidden Gems Farm in Centreville, aerial drone footage reveals severe damage, showing vast patches of completely dried areas and struggling crops.

"Tonight, farms are feeling the impacts," Spanberger said in a statement, emphasizing that water is vital to everyday infrastructure, commerce and agricultural survival.

Despite scattered recent rainfall, precipitation totals across Virginia remain approximately 8.5 inches below average for the water year, according to the Virginia Department of Environmental Quality.

The state’s Drought Monitoring Task Force has issued a list of common-sense, voluntary conservation measures for residents to adopt immediately.

Homeowners are asked to restrict vehicle washing, limit the filling of swimming pools, disable ornamental fountains and reduce lawn watering to alternating days between dusk and dawn.

The Virginia Department of Environmental Quality is also actively monitoring water levels across the state's river basins as state leaders brace for prolonged heat conditions.

Former Olympian indicted for felony vandalism at DC Reflecting Pool

A former U.S. Olympic athlete has been indicted by a federal grand jury on a felony charge of destruction of property following an incident at the Lincoln Memorial Reflecting Pool last month, federal prosecutors announced Thursday.

David Hearn, a 67-year-old former Olympic canoeist, is accused of deliberately tearing up a section of the pool’s newly installed sealant on June 19.

According to U.S. Attorney Jeanine Pirro, Hearn caused roughly two feet of damage to the national monument, which authorities say was a deliberate act causing more than a thousand dollars in damage. Pirro also alleged that Hearn acted belligerently toward a park employee who told him to stop.

Hearn has denied wrongdoing, previously telling The Washington Post that he merely picked up a loose piece of the pool’s liner that was already floating in the water and let go when the worker told him not to.

However, prosecutors claim they have an ironclad case.

If convicted, Hearn could face up to 10 years behind bars.

"I didn't charge anything harshly, I charge according to the evidence," Pirro said in a statement. "We have witnesses—the defendant on record saying things that are not true, and witnesses with no motive to lie…witnessing damage to a national monument.

"We're going to go forward," she added. "This is a case with tremendous evidence and this is a case where the evidence dictates where we land."

Meanwhile, U.S. Park Police have also released video in recent weeks of a person wanted in connection to damaging government property, after you see them reach into the Reflecting Pool. Officials say they will have a very visible presence during the 250th celebrations.

"Our job out there is to keep people safe, and we encourage people to come down and enjoy the parks," U.S. Park Police Deputy Chief David Lamond said. "If you do come down, commit acts of violent vandalism, we will hold them accountable, and they will either be cited or arrested."

The incident follows a controversial $15 million spring renovation project in which the historic pool was drained and resealed with a new liner that President Donald Trump calls "American Flag Blue." Shortly after it was refilled, reports, photos and videos surfaced showing pieces of the blue sealant peeling away on its own, with the president—without evidence—blaming vandals.

The U.S. Attorney's office noted that Hearn's case is not isolated; authorities are currently investigating six other related vandalism cases at the site.

Fencing has already been erected around the Reflecting Pool ahead of the Fourth of July holiday, according to FOX 5 D.C. reporting, which happens every Fourth of July, though it went up earlier this year. The National Park Service is scheduled to drain the pool and begin repairs once the holiday weekend concludes.

Instant karma: Suspect has vehicle stolen while burglarizing store in Howard County

In a twist of poetic justice, an Odenton man managed to have his own car stolen while he was busy allegedly burglarizing a business right across the street.

Police were responding to a stolen vehicle report last Thursday morning when a burglary was reported just minutes later at a Verizon store across the street on Baltimore National Pike.

Officers began to connect the dots after noticing blood on the store's window, as well as blood on the glasses of the man who reported his vehicle was stolen.

When asked to show his hands, officers discovered blood on his hand and shirt and placed him in handcuffs.

Video posted by the department shows bodycam footage of the man repeatedly denying being at the Verizon store, while surveillance footage allegedly shows him burglarizing it.

"That's some karma right there dude," one officer can be heard saying before placing the suspect in the back of a police vehicle.

The suspect was identified as 29-year-old Jalen Godard and charged with burglary, theft and destruction of property.

Police have yet to release details about the suspect who stole the alleged burglar's vehicle.

Alex Ovechkin re-signs with Capitals for 22nd season: 'I'm back!'

Washington Capitals fans can breathe a collective sigh of relief. Alex Ovechkin isn't done just yet.

The team announced on Monday that captain Alex Ovechkin has officially signed a one-year contract extension to return for the 2026-27 NHL season. The announcement puts an end to any speculation about the future of the greatest goalscorer in hockey history.

"I’m back!" Ovechkin said in a statement. "Thank you to everyone for giving me and my family the time to make this decision. I’m healthy. I love playing hockey and competing to win. I’m excited to come back and join my teammates so we can fight for a playoff spot and have a chance to win. See you in September, DC!"

The contract

Ovechkin's new deal carries an average annual value of $4.25 million, heavily incentivized by milestones. He will earn $1 million in salary, a $4.75 million games-played bonus (10 games) and a $3.25 million signing bonus.

Sports history

When Ovechkin takes the ice this September, it won't just mark another year in the NHL, it will be a historic milestone for Washington, D.C. sports.

Turning 41 years old this September, Ovechkin will enter his 22nd season with the Capitals, officially surpassing legendary baseball pitcher Walter Johnson (who played 21 seasons with the Washington Senators from 1907–1927) as the longest-tenured athlete in the history of Washington, D.C. professional sports.

Additionally, it will be his 18th season wearing the "C" as team captain, making him the third-longest tenured captain in NHL history, trailing only Sidney Crosby (20 seasons) and Steve Yzerman (19 seasons).

He also remains the only player in NHL history to win a Stanley Cup, a Conn Smythe, a Calder, an Art Ross, a Hart, a Ted Lindsay, and a Maurice Richard Trophy.

With 19 individual awards to his name, he sits second all-time behind Wayne Gretzky (31). As he enters year 22, he brings a staggering career stat line of 1,687 points (929 goals, 758 assists) in 1,573 career games.

Last season

If anyone thought the hockey star was slowing down, his performance during the 2025-26 season proved otherwise. Playing in all 82 games, Ovechkin led the Capitals in both goals (32) and points (64), marking the 21st consecutive season he has led or co-led the franchise in goals.

Ovechkin became the first player in NHL history to cross the 900 regular-season goal threshold, finishing the year at 929 career goals, while scoring his 1,000th career goal (combining regular season and playoffs).

His 32 goals were the third-most by a player aged 40 or older in NHL history, behind only Gordie Howe (44) and Johnny Bucyk (36). The Capitals were an astonishing 18-4-2 when Ovechkin scored, and 32-10-3 when he recorded a point.

Capitals management made it clear that keeping Ovechkin in Washington was the top priority for a franchise aiming to return to true Stanley Cup contention.

Man charged with murder after 18-year-old shot to death in vehicle in Prince William County

A 21-year-old man has been arrested and charged with second-degree murder following the fatal shooting of an 18-year-old in Prince William County last week.

Jamal Dana Allen was taken into custody at his home in Manassas on July 2 by Prince William County detectives, with assistance from the U.S. Marshals.

He is charged with second-degree murder and use of a firearm in the commission of a felony, and is being held without bond pending a court date.

The investigation began on the evening of June 25, when officers responded to a reported car crash in the 7900 block of Community Drive.

Upon arrival, officers discovered a vehicle that had collided with an unoccupied, parked car. Inside the driver’s seat of the crashed vehicle, police found 18-year-old Michael Sakyi Jr. suffering from a gunshot wound to his upper body. Sakyi was pronounced dead at the scene.

While a definitive motive has not been released, detectives stated early in the investigation that the incident does not appear to be random.

Alexandria man apprehended on rape, abduction charges stemming from 2025 assault

Authorities have arrested a 46-year-old man in connection with a sexual assault and abduction that occurred in Fairfax County last fall.

Juan Carlos Arevalo was taken into custody on Tuesday after he was located in Prince William County.

Arevalo was arraigned on charges of rape and abduction and is currently being held without bond at the Fairfax County Adult Detention Center.

According to police records, the reported assault took place on September 2, 2025, in the 3800 block of South George Mason Drive in Falls Church. The victim came forward to report the incident to authorities on September 19, roughly two weeks later.

Detectives from the Sex Crimes Unit conducted the investigation, gathering the evidence to obtain rape and abduction warrants for Arevalo’s arrest.

Dropped charges

In January 2026, Arevalo was arrested for abduction and assault on a family member following a report from his partner.

However, that case was dismissed during his first court appearance. Prosecutors dropped the charges after the reporting partner admitted to being untruthful about the facts of the incident and requested the case be closed.

Authorities noted that without any third-party witnesses to corroborate the allegations, there was no legal path forward to continue the prosecution.

America250 celebrations, including the Great American State Fair, Capitol Fourth concert, National Independence Parade and Fourth of July fireworks, are expected to draw unprecedented crowds. The National Mall will inevitably become packed with pedestrians, making the Metro mandatory for travel.

The biggest mistake visitors make is trying to use Metro stations closest to the Washington Monument.

Try to avoid the Smithsonian station, which becomes dangerously crowded and sometimes closes completely after the fireworks, and proceed with caution at Federal Triangle, which is good for arriving early, but bad for leaving.

Instead, opt to stop at L'Enfant Plaza, which is a major transfer hub just a few blocks south of the Mall, or the Metro Center and Gallery Place stations.

Metro Center and Gallery Place may add an extra 15–20-minute walk to your trip, but it could save you an hour of standing in line underground.

Once you get to the Mall, try to find a viewing spot that aligns with a direct train home to make your exit even easier.

Beginning at 5 p.m. on Saturday, July 4, the Metrorail, Metrobus and MetroAccess will be free to ride until the system closes at 2 a.m.

Before you leave the house, add your SmarTrip card to your Apple or Google Wallet and make sure it has enough round-trip fare. Do not rely on physical fare machines on the night of the 4th.

More than a million people are expected to descend on Washington, D.C., this Fourth of July to witness the monumental America 250 parade and fireworks.

Here is everything you need to know to secure your spot for the "Salute to America 250" spectacle.

What time do the parade and fireworks start?

The National Independence Day Parade kicks off at 10:30 a.m. on Saturday, July 4.

The fireworks will light up the sky over the National Mall starting around 11:30 p.m. to midnight. The massive show is expected to set off more than 850,000 fireworks for roughly 40 minutes.

Best places to watch

Bands, fife and drum corps, floats, military and specialty units, giant balloons, equestrian, drill teams, VIPs, national dignitaries, and celebrity participants will walk from 3rd Street to 12th Street as hundreds of thousands gather along the parade route.

The fireworks show will illuminate the monuments like never before, with fireworks fired from both sides of the Lincoln Memorial Reflecting Pool. Organizers aim to break the world record for the largest fireworks show ever.

If you want to watch up close, be sure to get there early to claim a spot. However, here are some other spots to catch a view of the fireworks.

The Wharf (District Pier & Public Walkways): Watch the sky light up from along the water. The open-air pier gives you a festive riverside setting with music, pop-up activities, and restaurants nearby.

As the nation celebrates 250 years of independence, the annual "A Capitol Fourth" concert is set to bring star power and patriotic fanfare to the West Lawn of the U.S. Capitol.

When is the concert?

"A Capitol Fourth" concert will be held on Friday, July 3, on the West Lawn of the U.S. Capitol in Washington, D.C. The broadcast begins at 8 p.m.

Who is performing?

The event will feature the national television debut of country music star Trace Adkins' new song "American Made," along with fireworks live from George Washington’s Mount Vernon.

These iconic groups will provide the patriotic soundtrack leading up to the massive fireworks display over the National Mall:

The National Symphony Orchestra will anchor the evening's music.
The Choral Arts Society of Washington and Patrick Lundy & the Ministers of Music will provide backing and lead choral performances throughout the night.

Can you attend?

The public can currently attend "A Capitol Fourth" concert on July 3. However, officials have closed Thursday night's rehearsal to the public due to excessive heat. An announcement about Friday's concert will be made by 10 a.m.

"After a safety consultation with the Office of the Attending Physician – due to the excessive heat – only essential personnel will be permitted to attend tonight’s (July 2) rehearsal for A Capitol Fourth Concert," U.S. Capitol Police announced on Wednesday.

Entry for Friday's performances begins at 3 p.m. through the southwest Capitol grounds gates. There is no early admission to the West Lawn, and all guests must pass through checkpoints with bag inspections and metal detectors.

Food and low-profile beach/camp chairs are permitted, but several items are prohibited from the grounds.

5 injured after multi-vehicle crash involving school bus in Gaithersburg

A multi-vehicle crash involving a school bus left five people injured early Thursday morning in Montgomery County.

Emergency crews responded to Firstfield and Clopper roads in Gaithersburg for a collision that included three vehicles and a school bus. Five people were injured and taken to a local hospital.

Officials say the crash happened during a bus driving training session. No students were onboard at the time.

Photos from the scene show significant damage to two vehicles, with little damage seen on the school bus.

Officials have also yet to release any information about those injured, including their ages and conditions.

Authorities are still investigating the cause of the crash.

16-year-old boy missing in Potomac River at Great Falls Park

A search is underway after authorities say a teen went missing while swimming at Great Falls Park in Montgomery County on Thursday.

This marks the second time in three weeks a young person has gone missing in the Potomac River.

Rescue teams responded to Great Falls Park around 6:15 a.m. for a person missing in the Potomac River.

The calls for help touched off a massive search by Montgomery and Fairfax County river rescue teams, who worked together alongside at least one canine unit. By noon Thursday, boats and personnel were pulled off the river.

Officials are now considering it a recovery mission, a decision made while factoring in the high air temperature, though efforts may resume before dark.

Signs are posted all along the trails adjacent to the river warning visitors not to swim under any circumstances—advice that seasoned kayakers strongly reiterate.

"There are signs everywhere, but I think kids are…it just looks so tempting and calm," kayaker Donna Chladek said. "Underneath, there are swirls that pull you down and even though the water is not that high, there are still swirls if you don't have a life jacket. It's always when you don't have a life jacket. Better go to the pool where there's a lifeguard."

"It's very tempting to swim when it's hot," kayaker Terry Humeau added. "There is danger because there are rocks and rapids and the water is not quiet here. So, I mean people are taking a chance…I'm sorry for this young kid who is missing. It's really, really sad."

A camp of young kayakers was seen in the river today. A local fire official noted that because those children were wearing flotation devices, stayed in shallow water and remained near their boats, officials did not "lower the boom" to tell them to stop.

Further details have yet to be released, including the missing 16-year-old's name.

Last month, the body of another swimmer, a 20-year-old Towson University student, was recovered after he went missing in the Potomac River near Great Falls.

His body was recovered the day after he disappeared. When embedded with one of the Montgomery County water rescue teams during that previous search, officials emphasized to FOX 5 that nobody should swim anywhere in the river at any time.

Players who receive a red card are also automatically suspended for the next match. FIFA’s disciplinary committee can add more games or fines depending on the seriousness of the incident, according to reporting by GOAL.

Traditional red-card offenses include serious foul play, violent conduct, denying an obvious goal-scoring opportunity, offensive or abusive language and receiving two yellow cards in the same match.

That means a player’s punishment at the World Cup may not always look exactly like what fans are used to seeing during the club season.

The International Football Association Board approved two FIFA-proposed law amendments for the 2026 World Cup.

Players who cover their mouths to conceal discriminatory behavior in confrontational situations can be shown a red card, according to IFAB.

The rule comes after concerns over players hiding what they say during heated on-field exchanges.

IFAB also approved a red card for players who leave the field in protest of a referee’s decision. Team officials who encourage players to leave the field can also be sent off.

What can get a player sent off?

Players can be shown a red card for:

Serious foul play, including a dangerous tackle that endangers an opponent.
Violent conduct, such as punching, kicking, head-butting, spitting or biting.
Denying an obvious goal-scoring opportunity.

Why this matters

As the region braces for potentially dangerous heat this Independence Day, preparations are well underway for the massive Freedom 250 "Salute to America" celebration on the National Mall.

This year's celebration features participation from President Donald Trump, which means attendees should expect heightened, TSA-style security and long wait times. Officials are strongly advising families with young children or individuals with health conditions to carefully consider the prolonged heat exposure before heading to the Mall.

Attendees aiming for the Washington Monument grounds will be funneled through 14th Street (via Constitution Avenue from the North, or Independence Avenue from the South) to reach the security checkpoints.

The Washington, D.C. area is currently baking under a massive heat dome, and meteorologists warn that the worst is yet to come.

With an extreme heat warning in effect from 11 a.m. to 8 p.m. Thursday, residents should prepare for dangerous conditions as the region enters the core of this severe heatwave.

High pressure sitting directly over the region is suppressing any chance of cooling rain Thursday. Morning temperatures are already uncomfortably high, with DC starting the day at a sweltering 80 degrees and surrounding areas like Gaithersburg and Dulles lingering in the upper 70s.

As the sun beats down, temperatures will spike rapidly with highs expected to hit 102 degrees. Heat Index: When factoring in the brutal humidity and mid-70s dew points, the heat index is expected to reach anywhere from 105 to 112 degrees at times.

The standing record for today at Reagan National is 101 degrees, meaning a new record will likely fall this afternoon.

July 4th outlook

As we head into the holiday weekend, the brutal heat continues before offering some eventual relief.

Friday's highs will sit dangerously between 102 and 104 degrees. By Saturday, July 4, temperatures will hover right around 100 degrees. While the region will not see rain all day, there is a strong chance for scattered storm activity Saturday afternoon and early evening.

If these thunderstorms materialize, they could temporarily cool things down. Forecasters currently expect the storms to clear out in time for nighttime firework displays, finally paving the way for cooler temperatures next week.

It does not take long to feel the dangerous effects of extreme heat when stepping outdoors. Officials and meteorologists are urging residents to take proactive measures to protect their bodies from wearing down:

The crash has triggered widespread disruption across the Sterling community, rendering multiple traffic signals dark and forcing police officers into intersections to direct traffic.

"I came out, to get out of my house. It was getting warmer and warmer because the power has shutdown," she said, adding that she had hoped to go shopping just to escape the rising temperatures.

However, escaping to local businesses proved difficult.

Major retailers in the immediate area, including Kohl's and Ollie’s Bargain Outlet, were forced to post signs reading, "This location is currently closed due to a power outage. Sorry for the inconvenience," according to FOX 5 D.C. reporting.

The hours-long blackout also paralyzed local dining options, preventing customers from purchasing food at a number of local eateries. The Don’s Wood Fired Pizza, however, stayed open all evening by relying on a portable generator to power through the outage.

"Our electricity is down, so we have to get creative and create ways to stay open to serve the community," Owner Waleed Zarou told FOX 5 D.C. "Because we know other people’s refrigerators are also not working, and they are going to come looking for pizza to take home."

Medics transported the driver to a nearby hospital, and the cause of the crash remains under investigation, according to police. There is currently no word on the driver's condition.

Power to be restored by 2 a.m.

Dominion Energy crews are working to resolve the widespread outage. According to the utility company, power is expected to be fully restored to all affected customers by 2 a.m.

8 pit bull puppies stolen from Southeast DC home

A Southeast D.C. resident is speaking out after a litter of eight pit bull terrier puppies was stolen from his home over the weekend.

5-week-old puppies stolen, were set to be adopted

The five-week-old puppies were taken on Sunday from a residence on Benning Road Southeast, and neither the dogs nor the suspect have been located, according to police.

The puppies' owner, Marlon Zanders, discovered the theft upon returning home from a short vacation on Sunday. He said the break-in occurred during a narrow window of time between the departure of his dog sitter and Zanders' arrival home.

Upon pulling up to his house, Zanders said he noticed an open window and his air conditioning unit sitting on the ground. Inside the home, he found the puppies' mother, Peaches, intentionally barricaded in the kitchen behind a bed frame. The father of the litter, Zeus, was staying with a different pet sitter at the time and was not involved in the incident.

Zanders noted that nothing else was stolen from the property, leading him to believe the crime was not random, but rather a planned heist targeting the young dogs.

The theft has been deeply upsetting for Zanders and several local families.

Zanders said the puppies were only five weeks old and were scheduled to be placed in loving homes—many with family members and young children—in three weeks.

He also expressed concern for the health of the animals, noting that they were far too young to be separated from their mother. Peaches was still actively nursing the litter at the time they were taken, according to him.

Metropolitan Police department investigators stated that they have not yet located any surveillance footage of the suspect or the theft, and neighbors have reported seeing nothing unusual.

D.C. Police are actively investigating the incident and are offering a $1,000 reward for any information that leads to the safe return of the puppies.

Bus driver in fatal Virginia I-95 crash pleads not guilty to manslaughter

The driver of a motorcoach that plowed into a construction traffic backup on Interstate 95 in May, killing five people, has pleaded not guilty to multiple counts of involuntary manslaughter, according to his newly appointed defense attorney, Tom Walsh.

Jing Dong entered the plea in Stafford County Circuit Court Wednesday morning.

Walsh spoke after the hearing, maintaining his client's innocence and emphasizing that the fatal collision was not a criminal act.

He stated that the crash was an accident, not a crime, and while he acknowledged the loss of life was awful, he noted that Dong was driving under the posted speed limit at the time of the impact. Walsh then declined to comment on whether any distractions were present behind the wheel.

Dong is currently being held without bail, but Walsh announced plans to file a motion for bond within the next week and a half, arguing that his client should be released pending trial.

5 people killed

The criminal charges stem from a massive, multi-vehicle wreck that occurred at approximately 2:30 a.m. on May 29 along southbound I-95 in Stafford County, roughly 50 miles south of Washington, D.C.

According to a preliminary report by the National Transportation Safety Board (NTSB), Dong was operating a 2013 Van Hool motorcoach for E&P Travel Inc., carrying 24 passengers from New York City to Charlotte, North Carolina.

As the bus approached a 1.6-mile-long temporary overnight work zone near mile marker 146.6, it failed to slow down for a traffic backup, per the report. The motorcoach then slammed into the rear of a Chevrolet Suburban and an Acura MDX, continuing through the traffic queue for nearly half a mile and triggering a chain reaction that ultimately involved 10 vehicles.

A post-crash fire consumed the Acura MDX, killing all four occupants inside, while one passenger in the Suburban was also killed. Several other victims involved in the chain-reaction collision sustained injuries ranging from minor to serious.

The legal proceedings against Dong are now split between two separate county courts, per his attorney.

In General District Court, where he faces two other counts, a probable cause hearing has been scheduled for Aug. 28, according to Walsh. Meanwhile, the indicted charges in Circuit Court will have a status hearing on Sept. 8, with a formal trial date now set to begin on Oct. 6.

Virginia locks in timeline for 2027 retail marijuana market

Following a budget compromise with lawmakers, Virginia officials finalized the timeline, restrictions and enforcement rules for the Commonwealth's upcoming retail cannabis market.

Although legal adult-use dispensaries are not scheduled to open their doors until July 1, 2027, consumers and business owners will experience massive regulatory changes on store shelves much sooner.

Future tax revenues from the 2027 retail market are legally earmarked to fund public education, health care initiatives, addiction treatment programs and communities historically disproportionately impacted by drug enforcement, according to local officials.

What to expect

The initial phase of the rollout begins in August 2026, when regulation of all hemp-derived products shifts away from agriculture officials and moves entirely under the jurisdiction of the Virginia Cannabis Control Authority (CCA), according to a press release issued Wednesday.

Immediately following this transition, on August 15, 2026, the state will launch a strict crackdown to eliminate the "25:1 loophole," which previously allowed hemp products to exceed two milligrams of THC if they maintained a 25:1 CBD-to-THC ratio.

Under the new rule, any product containing more than two milligrams of total THC per package can no longer be legally produced or sold as a hemp product in Virginia, per the release.

To dismantle the illicit market, Senate Bill 543 grants the CCA sweeping new powers to issue immediate notices of violation, levy civil penalties and hand down cease-and-desist orders to unlicensed businesses.

Enforcement will be aided by a new formal public reporting system, allowing residents to report suspected illegal commercial activity online or via a toll-free hotline at 1-844-WEED-TIP, as well.

Furthermore, licensed retailers will be required to prominently display an official state-issued decal in their store windows to prove compliance under the law.

This finalized framework is the result of negotiations between lawmakers and Governor Abigail Spanberger. She had initially vetoed a regulated cannabis retail market bill in May, citing concerns over public health, youth safety, implementation, cost and effectiveness.

A number of other cannabis-related bills have gone into effect as well.

House Bill 391 and House Bill 75 both expand medical cannabis access for terminally ill patients, for example.

Montgomery County officials have issued an extended heat emergency warning from Wednesday evening through Monday morning due to a dangerous holiday weekend heat wave.

The extreme weather has forced immediate disruptions to holiday traditions and public agency schedules, as well, and has triggered mandatory safety rules for regional employers.

Independence Day celebrations pushed back

To limit public exposure during peak afternoon roasting hours, event coordinators have adjusted the timelines for the county's primary Independence Day gatherings.

Meanwhile, local outdoor public pools are bracing for heavy crowds and may restrict entry as they hit maximum occupancy limits.

Legal rest mandates

Local officials also announced that outdoor employers—like construction, farming and landscaping crews—must adjust their schedules to protect workers. They are also required to provide shade, drinking water and at least 15 minutes of rest every hour.

Crisis outreach mobilized

Additionally, officials said that street crews and law enforcement personnel are intensifying patrols across the county to canvas for unsheltered residents and coax them into climate-controlled facilities.

2 hospitalized, 23 displaced after massive Woodbridge apartment fire

A massive, two-alarm apartment fire early Wednesday morning left two people hospitalized and displaced nearly two dozen residents from their homes in Prince William County.

The fire, which broke out at 2:12 a.m. at the Rolling Brook Village Apartments in the 12700 block of Ripple Creek Court, severely damaged the complex and forced building officials to declare 12 separate units unsafe to occupy.

Extensive structural and smoke damage

The blaze was first discovered by a resident in a neighboring building, officials said. That bystander, alongside responding Prince William County Police Department officers, rushed to alert sleeping tenants and assist in a rapid evacuation of the structure before heavy firefighting equipment arrived.

Upon arrival, Engine 2 encountered heavy fire pouring from the back of the building, prompting the incident commander to quickly strike a second alarm as the flames tore into the attic and spread downward into multiple apartments, according to officials.

Ultimately, firefighters from Prince William County's 2nd and 3rd Battalions, alongside mutual-aid crews from the Fairfax County Fire and Rescue Department, managed to extinguish the blaze, fire officials said.

Crews then searched the smoky remains for trapped family pets, reportedly rescuing several cats from the impacted units.

Two adult occupants from the specific apartment where the fire originated sustained non-life-threatening injuries. Officials have confirmed that both were transported to local hospitals and regional burn centers for medical treatment and are expected to be released.

The extensive structural and smoke damage has left a total of 23 tenants—17 adults and six children—displaced, per fire officials. The American Red Cross and apartment management teams have been mobilized to provide emergency housing and immediate assistance to the displaced families.

The exact cause of the fire remains unknown.

The Prince William County Fire Marshal’s Office has launched an investigation to determine how the blaze started.
