Everyone assumes the biggest opponents of DUI laws are: - The alcohol industry - Restaurant lobbyists - Defense attorneys And sometimes, they are. But sometimes the toughest resistance I've faced in 30+ years? It doesn't come from them. It comes from the people who actuallywantthese laws to pass. ↳ The DMV still running on 1980s infrastructure that costs millions of dollars to upgrade. ↳ The exhausted prosecutor learning a new case management system. ↳ The state employee being asked to rewrite forms, train staff, and close system gaps with no extra funding to do it. These aren't our opponents. They're our partners. And just passing a law doesn't help them. It often makes their job harder. I'll be honest, this was a hard lesson for me. For years, I was blissfully ignorant. We passed laws. They got implemented. Lives were saved. Right? Not always. Sometimes a law passes… and quietly fails because the system couldn't carry it. That's why in Pennsylvania right now, before we expand ignition interlock requirements, we're fixing the 90-day process that makes it nearly impossible to comply with in the first place. Because three decades have taught me one thing: The goal was never to pass a law. It was to save lives. And sometimes, that means slowing down so the system can actually catch up.
