📄 Abstract

The accelerating rise of artificial intelligence raises a fundamental question:

Who will make decisions for everyone in the future?

Humans, machines – or something new?

This paper introduces a disruptive framework: URETHIK – an unassailable ethical core designed to serve as a planetary operating system for AI systems. Rather than depending on traditional power structures, URETHIK draws its foundation from the collective intelligence of neurodivergent thinkers – individuals with exceptional pattern cognition, often unseen, underestimated, or marginalized.

URETHIK distinctly separates:

• Decision execution (delegated to AI),

• from the responsibility framework (secured via a multilayered, rotating committee system with dual review).

At the heart of this system lies the removal of all semantic ambiguity and linguistic grey areas. Instead, a new communication standard emerges: binary, clear, verifiable. No system intervention is possible without approval from a globally diverse meta-panel – which itself holds no permanent access to the core.

This model responds to the mounting complexity of planetary-scale challenges: war, climate collapse, political division, and societal fragmentation.

The core thesis: Humanity has collectively lost its capacity for unbiased control – not through malice, but evolutionary limitations.

URETHIK offers a bridge to the next stage of consciousness – a form of co-cognition between human and system, grounded in ethics, redundancy, and visionary responsibility.
