Initial versions of Amendment 28 were drafted by Patrick Dague, a businessman with extensive experience writing complex legal and financial documents.

Drafts of the amendment — along with subsequent revisions as feedback was received — were circulated to more than fifty constitutional scholars nationwide for scholarly review and comment.

Financial modeling assistance was provided by Barbara Mary Lezynski, M.A. (Finance), Columbia University.

The proposal has been written in full legislative form as a complete constitutional amendment so voters, scholars, journalists, and policymakers can evaluate the exact language being proposed and offer constructive criticism before the amendment is formally introduced in Congress.

When the campaign launches, endorsements and public supporters will be listed on the website.
