Crestwood Trash Rates to Increase

On April 1, Crestwood will go into the second year of a three-year contract with Meridian Waste Services. Rates will rise as part of that contract.
The monthly rate will go from $17.75 to $18.28, an increase of 53 cents per month. For residents who qualify for the senior sticker program, rates will increase from $3 to $3.25 per sticker.

Residents are billed quarterly, so the next bills will cover April, May and June.

The next rate increase of 55 cents per month will begin April 2013. Senior sticker rates will go up another 25 cents.

Crestwood Changes Policy for Sewer Line Repairs

The St. Louis Post Dispatch reports Crestwood home owners seeking sewer lateral repairs will have to foot part of the cost or at least part of the restoration labor under a revised policy. Crestwood is one of several St. Louis County cities supporting a repair fund through an annual $28 charge on single-family homes.

Since the program began in 1999, repairs to 399 home systems have been completed. But the annual fund revenue of about $150,000 is now exceeded by project demand, and it appears that fewer repairs could be performed annually.

The new policy, effective immediately, requires applicants to show evidence that they have attempted to perform three sewer line cablings, rather than two, within the prior 12 months to try to open the sewer line. They also will be responsible for final grading and landscaping work on their property after the city-paid lateral repair is completed. The policies will save the city's fund an estimated $37,000 to $51,000 annually. Officials could not estimate the extra cost to the average home owner who applies and is approved for repairs.

Crestwood Residents to Pay $19.55 for Trash While Rest of County Pays $12

Crestwood's trash hauling contract with Onyx has been extended for two years, through March 2011. This is a 9 percent cost increase over current rates. Residents will get two free large-item pickups per year beginning in April.

The monthly charge of $19.55 was approved by the Board of Aldermen on Tuesday night. Residents pay Onyx quarterly. Prior to seeking formal bids for the period beginning next April, the city did an informal examination of rates offered by six haulers. That showed that Onyx offered competitive rates, and residents have been satisfied with the service, city staff said. Onyx said it will not ask for any surcharges for fuel costs during the extension period.

Many eyebrows were raised with this announcement as county residents in the county's trash district program will be paying around $12 per month for the same service. Services for all county districts are expected to be in operation by October 1.

No Pilot Program for County Trash Program; Contract is "Final" for Trash District 3

If you were of the opinion, as widely publicized in the press, that St. Louis County would be doing a pilot program to "test" its new trash and recycling program, you are mistaken.

St. Louis County is NOT doing a pilot program. The 3rd Trash district is simply the first district bid awarded by the county. Trash service for the first bid district begins July 1, but the sealed bids for that district have already been opened and the contract let. The lowest bid was $34.80 for thrree months service from Veolia Environmental Services. The price includes once weekly trash, once weekly recycling, and twice yearly bulky waste, with an additional 10 % discount for Seniors.

The other districts have sealed bid openings in May. The service and contract price for these districts would begin October 1, 2008.

The City of Crestwood currently contracts with Veolia at a cost of $53.76 per quarter ($17.92 per month) through April 2009. At that time, the cost goes to $58.65 per quarter ($19.55 per month).

Reader Questions Validity of County Trash Proposal From Veolia

A reader submitted the following comments . . . .

"Let’s see, the proposal from Veolia to the county for trash district 3 was under $12 per month for trash and recycling. The population in this district is 10,196.

Residents in Crestwood pay Veolia $17.92 per month. Crestwood’s population is around 11,800. Using this logic, the rates are lower for smaller communities. This doesn’t make sense. The rates should be lower for larger communities."

"Do you not get this? The cities are the ones not getting truly competitive bids. Veolia knew that a number of others would be seeking the district 3 bid, so they knew they would have to put in an aggressive bid or risk losing out.

Cities all across the state are way too complacent when it comes to bidding out services. In some cases, they are somewhat stuck with one company due to the fact that no one else is properly positioned to offer competitive services in their area. But too often they aren't aggressive enough with their bidders. But in the St. Louis area, there are a lot of players that can and will offer competitive bids to get this work.

God forbid that the naysayers would actually ever acknowledge that the county may be onto something here."

Trash Bid Announced for Trash District 3

Veolia Environmental Services was the low bidder for trash District 3 that includes Maryland Heights, Creve Coeur, Overland and Chesterfield along with an area in West Overland. Residents in this district may be paying $11.60 a month for once-a-week trash and recyclable collection starting July 1.

Veolia Environmental Services was the apparent low bidder of seven offering a three year contract. The selection of Veolia’s bid was the first by the county to select a hauler to serve a district. The company said it would raise the monthly charge to $11.95 in the second year and $12.31 in the third. The county said homeowners now pay from $9 a month up to $40 per month. The assigned district has over 8,200 dwelling units.

The City of Crestwood currently contracts with Veolia Environmental Services for recycling, solid waste and yard waste disposal. A fee of $17.92 for basic monthly collection from the curb is billed quarterly by Veolia. After April 1, 2009, the cost of collection will increase to $19.55 per month. It is the responsibility of each property owner to contact Veolia Environmental Services to establish solid waste service.

This raises some questions. Will the residents of Crestwood be upset since their rates with the same trash hauler are somewhat higher? Will Veolia reduce the rates to Crestwood residents since they can afford to give the county a lower rate?

Garry Earls, St. Louis County’s Chief Operating Officer, said they plan to make sure the company’s bid is valid (which should have been done before the company was selected). Opponents say the county continues to do things backwards by first, selecting a low cost supplier and then determining if the bid is “good.”
